Winrock International is recruiting a Monitoring and Evaluation Manager, to be based in Nampula, Mozambique.
Description
- As one of three designated key personnel, the Monitoring and Evaluation (M&E) Manager will be responsible for overseeing a robust monitoring and evaluation system with qualitative and quantitative measurement tools that meets the requirement of the Feed the Future Monitoring System
- The M&E Manager will also oversee internal and external communications for the project
Duties
- Develop and implement the Project Management Plan (PMP), to include monitoring and evaluation tools and processes, setting out specific quantifiable performance indicators and targets for overall objectives and activities and establish monitoring systems to measure project progress toward results
- Manage data collection, analysis, and reporting on performance indicators by project team members
- Participate in technical design and evaluation activities to ensure that the project uses data to improve performance
- Oversee internal and external communications efforts, including media and public relations
- Contribute heavily to the writing of quarterly and annual reports
- Supervise three staff members responsible for M&E and communications
- Other duties as assigned
Requisites
- Master’s degree that includes use of quantitative research methods
- Minimum of 5 years of progressively professional experience in ME&L in a fast-paced, multi-cultural environment, applying strong inter-personal, organizational, and technical skills
- Demonstrated experience in strategic planning, design and application of methods and strategies to produce, analyze and use data, and share/communicate information with a variety of actors in different environments
- Experience within or specific to Mozambique strongly preferred
- Previous project experiences working with the Feed the Future monitoring and evaluation system
- Strong inter-personal skills such as communication, negotiation, representational and program/project management and coordination
- Quantitative and qualitative MEL design and implementation skills
- Excellent leadership and communication skills
- Fluency in English and Portuguese
