Description
  • VillageReach is searching for a qualified and energetic individual to fill the position of Monitoring and Evaluation (M&E) Senior Manager, Digital Health Programs. Based in Maputo, the SeniorM&EManager for Digital Health Programs will work closely with the country national M&E Director in coordinating M&E efforts of key digital programs implemented by VillageReach in Mozambique. Careful M&E is critical to helping VillageReach support the Ministry of Health in improving health care delivery to reach everyone by providing the data visibility needed to make improvements in the programs
  • This position will primarily support the AloVida Plus hotline and messaging service, which is based at the Ministry of Health in Maputo, hence s/he will also be supervised by the Digital Health Program Manager. This position may also supportother digital health programs and other Pathways to Primary Health Care programs, and the Senior M&E Manager should have transferrable skills to work on other programs beyond Pathways to Primary Health Care and Digital Health
  • The SeniorM&EManager for Digital Health Programswill be responsible for the design and implementation of M&E systems, including data collection, analysis and reporting, for digital health programs in Mozambique. The main program the Senior M&E Manager for Digital Health Programs will work on is AloVida Plus. AloVida is a health hotline located at the Ministry of Health that has been supported by Fundação para o Desenvolvimento da Comunidade (FDC). AloVida extends the reach of the health care system to provide timely health information to callers for appropriate decision making about their health and the health of their family
  • VillageReach has been supporting the hotline since 2020 and through GAVI Infuse funding will be helping the Ministry of Health (MISAU) add Interactive Voice Recordings (IVR) on all health topics (currently it has COVID-19 IVR only); working with Praekelt.org to build WhatsApp capabilities, an integrated dashboard, and disease surveillance capabilities; and improve the data and other management of the hotlineEssential
Duties
Specific Strategic M&E Development
  • Work with MISAU, the AloVida Plus Program Manager, relevant VillageReach staff, and Praekelt.org to: Develop a M&E plan based on the 5-year strategy and 1-year roadmap for AloVida Plus
  • Develop a rapid needs assessment of the current system and needs assessment for WhatsApp development and IVR expansion to topics beyond COVID. This should include both an assessment of what monitoring & evaluation is needed and should include a review of user and government satisfaction and needs
  • Help support the development of an integrated dashboard and robust database of self-reported feedback based on MISAUs needs
General M&E
  • Design robust M&E strategies/plans, including development of indicators for projects, in collaboration with project partners and Director of Monitoring and Evaluation
  • Assist in the implementation of M&E plans, including regular monitoring of indicators, creating data collection tools and procedures, database design and management, and data analysis
  • Assist program teams in understanding M&E results and using data to inform continuous program improvement
  • Participate and assist in the training and capacity building of project staff, government and other partners in the areas of data collection and data quality, as needed
  • Work with various stakeholders to identify existing data sources and data collection activities and to gather data from identified sources
  • Document and disseminate best practices and lessons learned on a quarterly basis
  • Communication, Public Relations, and Program Development
  • Produce donor-specific reports with custom indicators as well as other result reports to share lessons learned and support advocacy efforts with the global health community
  • Communicate with key external stakeholders
Routine Monitoring & Data Management
  • Design and update M&E frameworks, select key indicators, and create data collection methodologies and instruments for AloVida Plus and other programs as they arise
  • Collect monthly data and ad-hoc data for various related projects and assessments; take responsibility in ensuring that data is high-quality, is entered into project databases, and is routinely cleaned
  • Develop and manage the central database
  • Analyze data after data cleaning, and produce monthly reports/dashboards, as well as progress reports and presentations when required
  • Regularly visit the hotline to monitor activities
Project Evaluations and Assessments
  • Assist in the development, implementation and results dissemination of additional research studies, assessments and program evaluations related to AloVida Plus in collaboration with project partners and academic institutions
  • Assist in writing publications of results as needed; this could be in the form of reports, journal articles, abstracts, presentations, website blogs, etc
  • Support the development of an impact evaluation to be led by an independent evaluator in future years

Requisites
  • Higher Degree in Mathematics, Statistics, Public Health, Development Studies, or another relevant field [master’s degree is an advantage]
  • Minimum of 5 years of relevant M&E work experience related to public health programs in sub-Saharan Africa and Mozambique
  • Experience with digital health programs preferred, but not required
  • A working understanding of effective approaches to monitor and evaluate health programs including: methodology and data collection tools development, ability to find and gather data from a variety of sources, and training and capacity building to improve data collection and quality
  • Strong background in research and success in implementing studies (as demonstrated by significant participation in study design, data collection, analysis, and generation of reports) and translating research into policy and practice
  • Strong quantitative skills and demonstrated experience in data management and analysis
  • Ability to develop and carry out work plans, M&E plans, and to solve problems independently
  • Strong computer skills including MS Excel, dashboard platforms (e.g. Tableau, Power BI or Google Data Studio), statistical packages (e.g. STATA, R or SPSS); web-based data collection, ArcGIS or Q-GIS, etc
  • Established cultural competency in partnering with racially, culturally and linguistically diverse groups Demonstrated understanding of challenges working in rural, underserved and low-income context
  • Experience living and/or working in a low-income country a plus Strong organizational and planning skills, and superior attention to detail
  • Excellent writing skills, particularly aimed at technical report writing
  • Experience working in team settings, preferably as part of an international organization
  • Experience working closely with government ministries on complex projects preferred
  • Fluency in Portuguese and English is required
  • Being Mozambican citizen is preferred

  • VillageReach has no private offices, and employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am and our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm. This position is mostly stationary at a desk. During evaluations, the Analyst may travel up to 10% of the time
