Heading Moz is recruiting for its client, an Oil and Gas Company, a Monitoring and Evaluation Officer for Community Health, Safety & Security (m/f) to be based in Afungi, Mozambique.
Description
- The Community Health, Safety & Security MERL (Monitoring, Evaluation, Reporting, and Learning) Officer will work under the CHSS M&E Coordinator in monitoring and evaluating the Project’s Social Performance and Social License to Operate in all programs addressing community health, safety, and security
- Responsible for monitoring compliance with the IFC Performance Standards and of the action plans that fall under this component. They will also be responsible for coordinating information being generated by the Industrial Relations team. It is important to note, that with regards to social investment the coordinator will provide assurance and assist in measuring the impact of the projects being implemented
Duties
- Conduct site visits and social performance monitoring audits of implementation partner’s activities (e.g. health program implementation partners)
- Report any deviations and non-conformances
- Implement relevant plans and procedures requirements
- Contribute to weekly, monthly and annual monitoring reports (strong technical writing skills in English required)
- Organizing and reviewing files and records and summarising relevant information in connection with social performance compliance requirements
- Actively manage M&E programs with the support and guidance of the CHSS MERL Coordinator
- Collecting, tracking, computing, and summarising compliance monitoring data qualitative (narrative form) and quantitative (statistical, chart, etc.)
Requisites
- Bachelor’s Degree in Development/Social Sciences/Research Methods or relevant field, Master’s preferred or work experience equivalent
- Minimum 2 years of relevant working experience, with a proven track record in Project monitoring and evaluation and reporting
- Experience in designing and implementing surveys and qualitative studies, preferably in remote rural areas
- Experience in establishing KPIs, log frames, and designing outcome evaluations for development programs
- Able to work in a fast-paced environment with relatively short turn-around time for deliverables
- Knowledge of IFC performance standards and experience in the extractive industry preferred
- Awareness, knowledge and understanding, and experience in a diversity of fields that together make up Social Performance including stakeholder engagement, resettlement, social investment, project induced in-migration, etc.
