Adra Mozambique is recruiting a Monitoring, Evaluation, Accountability and Learning Lead (MEAL) (m/f), to be based in Zambezia and Nampula, Mozambique.
Duties
- Lead the Monitoring and Evaluation Component of the project and M&E strategies for large-scale food security project implementing food security interventions
- Lead the design, implementation and any revisions of the project Theory of Change (TOC) and Logical Framework documents and map out a project/program Theory of Change or Development Hypothesis
- Identify performance indicators and tools to inform senior management members including ADRA International staff about the progress toward program objectives and to encourage management to integrate them into the project deigns; develop report formats and schedule for reporting
- Lead and provide guidance in designing mixed methods measurements such as baseline and evaluations and effectively promote evidence-based program management
- Provide technical expertise on learning agendas, consortium learning practices, and provide input to senior management for program adaptation based on key learnings
- Provide guidance om designing studies methodologies and developed instruments to ensure quality of data collected, processes and analyzed
- Provide strategic high-level feedback, analysis and interpretation of data and information throughout the program start-up and implementation processes
- Lead development of M&E plans, result frameworks, indicators, and develop M&E tools and processes
- Support and lead assessments, surveys, case studies and other impact assessments
- Provide technical support and training to the project team and MEAL team on sound M&E procedures and practices and support them in the implementation of assessments, gender, age and diversity analysis, stakeholder analysis, organizational capacity assessments and other pre-program data collection and analysis
- Ensure the consistency of indicators and tools across all partners, sectors, and programs as appropriate, maintaining a bank of key program indicators
- Lead developing both quantitative and qualitative surveys including designing the survey SOWs
- Lead writing the survey reports and project performance reports including quarterly, semi-annual and annual reports
- Lead and interpret the Results Framework (RF), M&E plan, Performance Management Plan (PMP), and Indicator Performance Tracking Table (IPTT)
- Lead the development of project tracking, record keeping and filing methodologies for all activities
- Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation
- Perform other duties as assigned
Requisites
- A Master’s degree in a quantitative field (economics, agricultural/development economics, statistics, bio-statistics, nutrition, applied sociology, anthropology or other relevant subject) with significant training in quantitative methods
- Minimum of 6 years of relevant work experience in a development setting, preferably with an international NGO and USAID Funded projects, with progressively increasing responsibility in the field of monitoring, evaluation, accountability, and learning, and at least two years of experience as a supervisor. Must have experience in leading the M&E of a large project
- Demonstrated experience in leading the M&E of a large award, knowledge about TOCs, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E
- Demonstrated familiarity with USAID M&E and Reporting Policy and Guidance for the components of an M&E plan
- High skilled and expert in conducting both quantitative and qualitative surveys and assessments and demonstrated expertise in designing surveys, impact assessments, and end line surveys including developing probabilistic sampling strategy and estimating sample size, developing appropriate weights and analyze quantitative data; including previous experience with leading and managing studies and consultants
- Well experienced in designing, developing and conducting data quality assessments according to USAID data quality assessment requirements, data management and data visualization; including proficiency in database development/management, SPSS, Stata, Access, KOBO, Data Winner, and skills in analyzing, interpreting and communicating information to various stakeholders including USAID and ADRA International
- Strong interpersonal skills and ability to work cross-culturally with diverse teams including demonstrated ability to work with host-country professionals, ministries and with donor colleagues in country
- Ability to work under pressure and in challenging and stressful environment with unexpected challenges
- Written and spoken command of English and Portuguese languages
- Preferred:
- PhD in any of the stated field of study above
- Experience in writing qualitative and quantitative reports
- Experience in leading the M&E of large programs
- Knowledge or understanding of social, economic, cultural and political context in Mozambique
- Direct experience in Mozambique, particularly in Nacala Corridor and Zambezia Valley
