DT Global is recruiting a Monitoring, Evaluation and Learning Manager (m/f), to be based in Pemba, Mozambique.
Description
- The Monitoring, Evaluation, and Learning (MEL) Manager oversees all aspects of MEL efforts for the USAID-funded program and manages a team of MEL-focused staff members. In support of activity implementation, action-based research, and program learning, the MEL Manager will oversee the incorporation of MEL throughout the Activity Cycle, manage program-level evaluation, and refine the program’s approach to MEL and/or MEL systems as appropriate in consultation with the senior management team. The MEL Manager will be expected to work closely with program staff, USAID and Washington, D.C.-based MEL specialists to ensure the program’s MEL efforts work within and across the program's objectives and toward the overarching purpose of the program
- The MEL Manager position will be based in Pemba, Mozambique. This is a local hire position and applicants must have the legal right to work in Mozambique
- Reporting: The MEL Manager will report to the Chief of Party
Duties
- Provide overall support, advice, and oversight on program-level monitoring and evaluation
- Support and advice colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency across offices
- Recommend practical tools and methodologies to aggregate data from a variety of sources and report out on it
- Security permitting, undertake field visits to project sites for project design, monitoring, and evaluation
- With support from USAID, contribute to the design, implementation and ongoing revision of an M&E system that adheres to USAID guidance and meets the needs of the program for learning, analysis, and reporting
- Conduct periodic and systematic data collection and analysis of project results indicators, in conjunction with relevant project staff
- Supervise M&E staff
- Offer technical assistance in the development, selection, and application of M&E processes and tools
- Contribute to reports on progress on results indicators and assist staff in preparation or other program reports as needed
- Assist in the development and writing of activity monitoring and evaluation plans
- Support and advice colleagues on activity-level monitoring and evaluation efforts, ensuring quality and consistency
- Oversee and advise colleagues on information management processes by reviewing data collection efforts, overall data reliability, consistency, and quality
- Lead and manage program-level evaluation efforts, including the development of studies that examine higher level outcomes and the utilization of external M&E resources
- Provide input and advice on procurement of M&E third-party services if needed
- Help identify, analyze, and synthesize lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle
- Train other staff, and local partners where required, on key M&E concepts, tools, and processes
Requisites
- A minimum of four years of progressively responsible relevant work experience
- A minimum of two years of experience in monitoring and evaluation, social science research, journalism, or a similar field
- Demonstrated experience with quantitative and qualitative research methods, including surveys and focus groups
- Demonstrated analytical and assessment skills (including primary research and mixed-methods analysis)
- Proficiency with software such as Microsoft Word, Excel, and Access; familiarity with statistical software is highly desired, but not required
- Strong analytical skills and writing abilities
- Experience in a diverse and fast-paced work environment
- Supervisory experience
- Experience working with USAID or other donor-funded projects
- Experience with grants or small grants under contract programs preferred
- English proficiency and Portuguese language fluency required; Proficiency in languages of Cabo Delgado (such as Mwani, Makua and Makonde) is desirable
- University degree in a relevant field highly desired, but not required
