World Food Programme is recruiting a Monitoring & Evaluation Assistant (m/f), to be based in Maputo, Mozambique.
Description
- To ensure proper monitoring of WFP’s Country Strategic Plan (CSP), the Country Office in Mozambique has invested in bolstering its monitoring & evaluation capacity. This has involved bringing an international Monitoring & Evaluation officer on board, updating the Monitoring, Review, and Evaluation Plan of the Country Office, developing Minimum Monitoring Requirements for activity monitoring, updating all monitoring questionnaire and training enumerators on administering these questionnaires, enabling data collection by tablet, conducting PDM/Outcome monitoring surveys and developing a range of attractive information products for internal and external consumption
- As part of the investments in the M&E capacity, the Country Office is working on bringing dedicated M&E staff for each of its activities. This Term of Reference (ToR) is specifically for the M&E dedicated to activity 3 related to crisis response. Under supervision of the activity 3 M&E focal point, and in liaison with the CO M&E Officer, the incumbent will be responsible for the below duties
Duties
- Support with development of regular outcome surveys (base-lines and end-lines) in May and October for activity 3 programmes across Mozambique
- Support with analysis and reporting on collected outcome data for activity 3
- Review partnerships- and output data submissions in COMET for activity 3 and help ensure Sub-Offices input output monitoring data in COMET in a correct and timely manner
- Support Sub-Offices with monitoring compliance of partners in submitting distribution reports and follow up with partners as needed
- Help ensure Sub-Office compliance with Minimum Monitoring Requirements, in particular with respect to activity 3 process monitoring tools (distribution - and FFA monitoring). When possible, conduct spot-checks of monitoring activities of Sub-Offices during programme implementation
- Support with analysis of data of distribution monitoring and FFA monitoring data
- Provide a quarterly report based on process monitoring and output monitoring data related to implementation of activity 3
- Support with training of sub-office monitoring focal points, field monitors and enumerators on administering various monitoring questionnaires
- Performing other relevant duties as required
Requisites
- University degree in Sociology/Social Development, (Development) Economics or Performance Management or other relevant field
- Has performed monitoring and assessments at different levels and locations in Mozambique
- Enjoys 3-5 years previous experience in humanitarian or development operations
- Has cultivated productive relationships with the private sector, local NGOs, government authorities and other (implementation) partners
