PSI is recruiting a Monitoring & Evaluation Manager, to be based in Maputo, Mozambique.
Duties
- Ensure M&E systems are in place for Human Centred Design pilots to capture key performance indictors used to evaluate the pilots
- Use the data to course correct and improve the pilot in real time
- Ensures PSI/Mozambique staff and partners adhere to standard operating procedures for data collection, analysis and management
- Strengthens M&E systems for PSI/Mozambique and its partners to use of data in decision making for improved marketing, quality and performance, efficiency and influencing health policy
- Implement M&E systems assessment tools
- Conducts M&E systems assessments in accordance with PSI Global M&E Framework
- In collaboration with the program staff, develop project level monitoring and evaluation plans in line with PSI Global M&E Framework and in compliance with donor requirements
- Works together with the MIS department to develop dashboards to enhance efficiency in data collection, processing, analysis and reporting
- Manage the development of and implementation of an annual M&E Work plan and budget in collaboration with program teams and Evidence team
- Support program teams to effectively monitor indicator targets/milestones using existing monitoring frameworks and work plans
- Manage data collection, processing, analysis, and reporting processes to meet donor requirements and PSI internal data needs
- In collaboration with program teams, develop mitigation plans as required by donors, and ensure mitigation plan is updated when new project activities are added
- Strengthen PSI/Mozambique staff and partners’ capacity to collect complete, accurate and reliable data
- Build the capacity of PSI staff and partners on M&E (target & baseline setting, performance indicators, data collection tools, data quality control etc.) to improve monitoring of project activities
- Coordinate short term technical assistance (STTA) on M&E related tasks
- Develops Data Quality Plans
- Conducts regular data quality assessments as planned in the DQA plan
- Ensures timely delivery of feedback to field staff and partners
- Monitors the implementation of recommended actions
- Coordinate the preparation of program reports in line with donor reporting requirements
- Reviews and verifies data in official data sources before reporting to donors
- Works with the Evidence Team to build an evidence for learning and improving project implementation
- Leads evidence use strengthening activities to improve staff capacity to use data for decision making
- Documents evidence processes and learnings
Requisites
- Degree in Biostatistics, Social Sciences, Public Health or any other relevant field
- An M & E qualification from a recognized institution is an added advantage
- At least 5 years working for international development partners implementing health projects
- At least 3 years of experience with M&E systems strengthening, program/project design, program and health related data management and monitoring in international organizational settings
- Demonstrated experience in reporting tools, data analysis, donor reporting, and facilitation of use of data for decision-making
- Demonstrated computer skills and experience with SPSS and/or STATA, Access and spreadsheets
- Familiarity with reporting systems such as Demographic Health Information System (DHIS2)
- Demonstrated experience in developing M&E work plans and budgets for M&E activities
- Demonstrated experience in building capacity of others in M&E including data quality
- Experience working with sexual and reproductive health programs is an added advantage
- Ability to work in a multi-disciplinary environment
- Working proficiency in Portuguese and English
