Monitoring & Evaluation Manager

Description

• PSI – Population Services International is looking for dynamic and highly experienced candidates for the position of Monitoring & Evaluation Manager. The ideal candidate, based in Maputo and working under direct supervision of the Senior Evidence Manager. Will be responsible for providing monitoring and evaluation support to PSI projects, particularly related to adolescent reproductive health, document learning from human-centered design strategies, ensure effective collection and use of programmatic data for ongoing analysis of solutions tested in the project and disseminate data appropriately and support evidence based decision making, ensure effective data collection, oversee quality assurance, undertake data analysis and support evidence based decision making

Duties

• Provide monitoring and evaluation support to PSI projects, particularly related to adolescent reproductive health
• Ensure effective collection and use of programmatic data for ongoing analysis of solutions tested in the project and disseminate data appropriately and support evidence based decision making
• Lead a multi-disciplinary team to conduct field research in selected provinces
• Test research questions and adapt interventions based on evidence and insights
• Conduct formative research with adolescents, health providers, and community members
• Develop, test and refine interventions
• Collaborate with stakeholders and partners at provincial and community level
• Use interactive techniques to gain insights on adolescents and use evidence based insights to inform programming
• Ensure PSI/Mozambique staff and partners adhere to standard operating procedures for data collection, analysis and management
• Ensure M&E systems are in place for Human Centred Design pilots to capture key performance indictors used to evaluate the pilots
• Document learning from human-centered design strategies
• Ensure effective data collection, oversee quality assurance, undertake data analysis and support evidence based decision making
• Use the data to course correct and improve the pilot in real time
• Strengthen PSI staff and partners’ capacity to collect complete, accurate and reliable data
• Build the capacity of PSI staff and partners on M&E (target & baseline setting, performance indicators, data collection tools, data quality control etc.) to improve monitoring of project activities
• Coordinate short term technical assistance (STTA) on M&E related tasks

Requisites

• Master Degree in Social Sciences, Public Health or any other relevant field
• At least 5 years working for international development partners implementing health projects
• Demonstrated experience in reporting tools, data analysis, donor reporting, and facilitation of use of data for decision-making
• Familiarity with reporting systems such as Demographic Health Information System (DHIS2) is advantageous
• Demonstrated experience in reporting tools, data analysis, donor reporting, and facilitation of use of data for decision making
• Experience working with sexual and reproductive health programs is an added advantage
• Demonstrated computer skills and ability to work in a multi-disciplinary environment
• Working proficiency in Portuguese and English
