We have helped create a competitive and sustainable commercial agricultural sector, which has generated opportunities for small-scale rural producers and suppliers, in addition to new employment opportunities for the rural poor. TechnoServe in Mozambique is known for creating lasting impact in the value chains of cashew and poultry, though we've also worked in agro-forestry, seed systems, horticulture and access to finance. We work with corporate partners to promote investments in key industries and build local supply chains for sourcing, as well as public sector partners to build capacity to regulate and promote growing industries. Our goal in the next 10 years is to scale our impact through leveraging and sharing knowledge and build new partnerships in order to catalyze further change
Objectives of the position
  • As a member of the Program Quality and Learning Department (PQ&L), this position ensures high-quality performance of the M&E (Monitoring & Evaluation) function throughout the country platform. To achieve this, the M&E Manager guides the strategy and implementation of M&E on all projects in Mozambique, this includes supervising the monitoring system to facilitate the capture, analysis, and communication of data through close collaboration with project teams as well as promotes evidence-based decision-making among country leadership and project teams. While the M&E Manager works across all projects, the detailed work plan is tailored for the needs of each project. The M&E manager should work in direct and constant communication with the Project Manager, the coordinators of various components of the project and their respective subordinates, and the Southern Africa Regional M&E Advisor
Duties
  • The primary responsibility of the M&E Manager is to support each project’s M&E function through working with project staff in the following areas:
  • Engage with the Program Development team in the proposal stage; contribute to the project’s theory of change and evaluation strategy and recommend M&E allocation in budgets
  • Develop, with input for the proposal/project team, M&E Plans and Tools, including:
  • Project logframe with SMART indicators that are clearly defined clear and comprehensive Means of Verification, data collection plan and strategy for analysis and findings dissemination
  • M&E-specific work plans and RASCI matrix with roles and responsibilities for the project team
  • Advise and guide project management in selection of the appropriate data collection tools and management information system particularly Catalyst, TechnoServe’s recommended suite of tools for M&E data management (CommCare, PowerBi and Google Suite); develop and adapt tools/databases as needed (e.g., Salesforce, Farmforce, Excel, CommCare, and other customized technology platforms)
  • Oversee implementation of routine data collection & data quality controls
  • Identify M&E staffing and consultant’s needs, draft job descriptions, and support in recruitment. Onboard new hires and monitor job performance
  • Ensure implementation of the Mozambique Gender Strategy in MEL
  • Support with Corporate Measurement and PSR reporting
  • Draft policies and procedures to clarify expectations and set standards in M&E implementation across all projects (e.g., country-wide MEL best practices, data quality standards, etc.), in coordination with the Global Impact team
  • Bolster internal M&E capacity and build a culture of accountability, learning, and evidence-based decision-making by conducting trainings and one-on-one mentoring for project-level M&E staff, tailored to the specific needs of the individual and the project
  • Facilitate cross-team knowledge exchanges to share key learnings to support project improvements
Results
  • The M&E Manager will be responsible for the following results:
  • Project team implements, updates and maintains the M&E Plan, including evaluation implementation at baseline, midline, and endline
  • Data flow cycle is efficient and effective; information is collected, analyzed, and disseminated in a timely manner
  • Data collection and analysis tools are properly designed, piloted, and implemented
  • Data quality checks are routinely conducted and staff frequently visit project sites for observations and data verification
  • Internal reports with M&E findings are shared with project management and implementation teams to inform program activities
  • A strong learning environment fostered across the country in which M&E best practices are implemented and successes are celebrated
  • Organizational relationships: The M&E Manager works closely with and directly reports to the PQ&L Manager, with a dotted line to the Country Director, and is supported by the Operations Director (who is also a part of the PQ&L Department). The M&E Manager will liaise with the Southern Africa Regional MEL Advisor and will interact frequently with the M&E contact within each individual project team
Requisites
  • Master’s degree in Public Administration or Social Sciences with coursework in organizational learning, organizational management, international development, and evaluation
  • Demonstrated knowledge of M&E methods and methodologies (including qualitative, quantitative, and participatory methods); knowledge of M&E in Market Systems development approaches a plus
  • Detailed knowledge and understanding of agricultural value chains and entrepreneurship
  • Advanced competency in Windows, Microsoft Office, and Google Suite, particularly Excel and Google Sheets; competency in PowerBI or other data visualization software a plus
  • Experience with an ODK-based mobile data collection platform (Taroworks, Commcare, etc.) beneficial
  • Minimum five years experience in M&E, knowledge management, and strategic learning with specific responsibilities in:
  • Planning and implementation of M&E Systems, development of M&E tools, and analysis of qualitative and quantitative data
  • Management of databases such as Excel, Access, Project, Smartsheets, and/or SalesForce
  • Providing training to people of diverse levels of education, including facilitating team sessions on learning and course correction
  • Well-developed analytical, innovation, and problem-solving skills
  • Strong written and verbal communication in the English and Portuguese languages
  • A quick thinker and problem-solver who works efficiently and independently, prioritizing tasks and escalating issues as required
  • Commitment to local capacity building and ability to communicate with people of diverse backgrounds and interests
  • Strong attention to detail and outstanding organizational skills
