- Chemonics International Inc. is a US-based international development consulting, operating in over 80 countries, that anticipates a USAID funded activity focused on Environment and Natural Resources in the Republic of Mozambique
- The Resilient Coastal Communities (RCC) activity is a five-year $20M activity and will focus on a subset of the coastal region south of Pemba and North of Quelimane. The RCC activity will blend Environment and Feed the Future resources, possibly with other funding sources to be determined, to improve the resilience of coastal communities where rich, yet fragile land and marine ecosystems are at risk of climatic shocks and human-inflicted degradation. Sustainable marine and land-based systems management and conservation strategies will be identified. The Implementing Partner(s) will work with stakeholders to identify and promote employment and enterprise opportunities, especially for youth. The activity will work proactively with public, private, and CSOs stakeholders to improve the resilience of households, communities, and regional systems. There is growing evidence of ongoing recruitment from coastal communities by groups engaged in violent extremism in Cabo Delgado, which is exacerbated by limited livelihood opportunities in these coastal communities. Supporting realistic opportunities that improve the sustainable livelihoods of large numbers of people, particularly for youth and women, while having positive impacts on large areas of high biodiversity marine ecosystems will be prioritized
- Chemonics seeks a Chief of Party (COP) for the expected Resilient Coastal Communities Activity in Mozambique. This position will be based in the coastal region south of Pemba and North of Quelimane, Mozambique. Duties
- Provide overall leadership, management, and technical direction for the Activity and serve as the primary liaison with USAID on strategic, managerial, and technical matters, including responsibility for making key decisions and solving programmatic problems in a timely manner
- Oversee all contractual and budgetary aspects of program management
- Ensure that work plan, MEL, and reporting efforts are aligned with contract requirements, project objectives, and USAID guidance
- Professionally represent Chemonics to USAID, the Government of Mozambique, Mozambican counterparts, local partners, and other program stakeholders
- Monitor and, where necessary, modify programmatic assistance to achieve results; ensure that relevant, productive, and complementary activities are implemented effectively
- Ensure the activity meets high standards for performance and integrity that comply with applicable regulations and Chemonics policies
Requisites
- Advanced degree in Biology, Environment and Natural Resources, Sustainability or other relevant technical fields preferred
- Minimum of ten years of technical experience in some or all the following technical areas: Sustainability, environment and natural resources, democracy and governance, grassroots organizing, and capacity development
- Experience serving as USAID Chief of Party or other management experience for efforts of similar scope, size, and complexity required
- Strong leadership ability and experience managing large teams in culturally diverse settings
- Familiarity with East Africa; experience in Mozambique is highly desired
- Demonstrated leadership, versatility, and integrity
- Fluency in English is required with excellent oral and written communication skills required; Advanced proficiency in Portuguese is preferred
