UNIDO is recruiting a National Project Coordinator, to be based in Maputo, Mozambique for GMAP ‒ MAMAP Project.
Description
- As part of the Global Market Access Programme (GMAP) SAP 180025, concluded between UNIDO and the Norwegian Agency for Development Cooperation (Norad) in January 2020, a country project for Mozambique, the “Market Access of Mozambican Aquaculture Products (MAMAP)”, has been designed with a budget of € 2.0 million and a duration of 3.2 years (including a 6 month inception phase) to support the aquaculture value chain development for market access through the enhancement of quality and standards conformity capacity of the sector in Mozambique. The project focuses on the aquaculture value chain, an important sector with great potential in the country. The project will address quality-related challenges along the aquaculture value chain for accessing local, regional and international markets. Moreover, the project will pursue one outcome and three outputs:
- Outcome: Enhanced market access for Mozambique's SMEs of the aquaculture value chain, through strengthening their quality and compliance capacity
- Output 1: Enhanced technical competence and sustainability of the National Quality Infrastructure System
- Output 2: Enhanced SMEs compliance with standards and technical regulations
- Output 3: Strengthened culture for quality
- The main project counterparts for MAMAP are the Ministry of Sea, Inland Waters and Fisheries (MIMAIP), the National Institute of Fisheries Inspection (INIP) and the Institute for Development of Fishing and Aquaculture (IDEPA)
Duties
- Under the overall supervision of the Project Managers based at the UNIDO’s headquarters (HQ), under the guidance of the Technical Support Team (Chief Technical and Technical Advisors for Aquaculture and QI and working with the project team in both the field and the HQ, the National Project Coordinator fulfils the following duties:
Project implementation
- Coordinate project activities as per project plan
- Manage the day-to-day implementation of the activities related to all project results
- Oversee the work of the other members of the Project Management Unit (PMU) (including the National Administrative Assistant and Communication and Visibility (HQ) Expert as well as short term National Experts contracted when needed)
- Maintain all project records, filing system and regularly update them
- Follow up the delivery of inputs and ensure the achievement of the expected results and the planned work-plan/schedule in the framework of the project
- Prepare project documentation to initiate implementation activities, including but not limited to recommendations, terms of references (recruitment) and technical specifications (procurement)
- Ensure the technical evaluation of received offers according to UNIDO rules and regulations
- Monitor and facilitate the proper delivery of all procured equipment
- Maintain inventory and ensure storage and distribution of procured items to beneficiaries
Technical and Financial Monitoring and Progress Reports
- Conduct managerial and financial monitoring of the entire project and its activities
- Maintain and monitor the project budget and monthly accounts of local activities, with the support of the National Administrative Assistant against the Project Logical Framework with a results- based management approach
- Provide support in the collection of inputs and prepare the bi-annual project progress report as per donor requirements
Project Governance
- Organize Steering Committee meetings in accordance with the requirements of the project document
- Take meeting minutes with the support of the National Administrative Assistant
- Prepare mid-year and year-end reports to the Donor based on relevant specifications and any other reports as may be required
Support and Facilitate the in-coming Missions
- Facilitate and support incoming missions of UNIDO Officials and international experts contracted in terms of the project
- Facilitate monitoring and evaluation exercises by independent UN and/or Donor teams
Stakeholder Management
- Develop and maintain the required relations and exchange of information with concerned government departments, other organizations and NGOs in the interest of the project, including the main project stakeholders, notably the Ministry of Sea, Inland Waters and Fisheries (MIMAIP), the National Institute of Fisheries Inspection (INIP) and the Institute for Development of Fishing and Aquaculture (IDEPA), National Institute of Fisheries Research (IIP), National Fisheries Administration (ADNAP) and the Centre for Aquaculture Research (CEPAQ) and the Norwegian Embassy in Maputo
Communication and visibility
- Monitor the implementation of visibility and communication plan for the entire project
General
- Carry out any other assignments related to timely and effective implementation of the project as requested by the Project Managers and the Technical Support Team (CTAs)
Reporting
- Prepare resumed monthly reports of the activities carried out
- Prepare a final report of the activities carried out during the assignment
Requisites
- Education: Advanced university degree in management, science, technology, engineering, economics or related field is required
- Technical and Functional Experience:
- Minimum 5 years of work experience and skills in project management, implementation and monitoring of technical assistance activities is required
- Knowledge of UNIDO project implementation modalities would be an asset
- Language: Fluency in Portuguese and English required
