Chemonics is recruiting a nSIMAM/SIGLUS Advisor, to be based in Maputo, Mozambique.
Description
  • The Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID (1) procures and provides health commodities, (2) provides technical assistance to improve partner countries' management of the supply chain, and (3) collaborates with key international stakeholders to support global health initiatives. There are four main task orders for the project: HIV/AIDS, President’s Malaria Initiative, Population and Reproductive Health, and Maternal and Child Health
  • The GHSC-PSM project in Mozambique sets out to strengthen capacity of the host-country government to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision making, (2) improved quantification procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution, and (5) increased strategic management and planning to improve commodity security
  • In coordination with SIGLUS/nSIMAM Managers, the nSIMAM/SIGLUS Advisor will be responsible for supporting the Ministry of Health/CMAM in enhancing and maintaining the nSIMAM/SIGLUS system, as well as providing level 2 helpdesk support to the nSIMAM/SIGLUS end-users
Duties
  • Support the GHSC-PSM Mozambique nSIMAM/SIGLUS activities
  • In coordination with SIGLUS and nSIMAM Managers document new feature and report feature requests and product ideas in the form of user stories
  • Facilitate the collaborative development of user requirements, including business process mapping, developing use cases, and translating program needs into functional requirements
  • Assist SIGLUS and nSIMAM managers in documentation and tracking bugs/issues, software releases for existing LMIS, and support for implementing changes
  • In coordination with SIGLUS and nSIMAM Managers, prepare general and technical requirements for SIGLUS and nSIMAM systems including reporting, technical, operational, security, performance and regulatory
  • Actively support communications and relationship management with the software supplier / developer, relevant MoH / CMAM entities, and USAID
  • Support the definition of test plans and system documentation to monitor the implementation of business process enhancements, modifications, and new releases
  • Conduct the UAT to ensure that the system meets business specifications.
  • In coordination with SIGLUS and SIMAM Managers, develop technical manuals.
  • Collect, validate, and analyze data for the feedback reports to the lower levels in the Supply Chain
  • Provide data to the province, CMAM, and other stakeholders for evidence-based decision-making
  • Assist in preparing reports as requested by the DPM/CMAM/PSM
  • Actively support communications and relationship management with the software developer, and relevant MoH / CMAM entities
  • Support the Stakeholders to collect and analyze LMIS data
  • Other duties as required by the SIGLUS Manager
Requisites
  • Bachelor’s degree in an information technology or relevant field desired
  • Minimum of 5 years of relevant work experience designing and coordinating large-scale eLMIS required
  • Relevant experience specifically related to logistics information management systems and web-based systems strongly preferred
  • Extremely strong Computer Science fundamentals and analytical abilities
  • Demonstrated experience for designing, managing, and implementing donor-funded MIS programs in developing countries or low-resource settings
  • Experience working on an USAID or donor-funded project preferred
  • Experience with CMAM supply chain and CMAM eLMIS preferred
  • Experience with OpenLMIS or similar Open-Source software, including SILUS and nSIMAM
  • Ability to work with cooperating partners and vendors in implementing complex programs
  • Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
  • Demonstrated leadership, versatility, and integrity
  • Fluency in Portuguese and advanced English is required
