Chemonics is recruiting an Operations and Finance Director (m/f), to be based in Maputo, Mozambique.
Description
  • Chemonics International, a U.S.-based international development consulting firm, is seeking an Operations and Finance Director for the five-year, USAID-funded Mozambique Integrated Malaria Program (IMaP) to assist the Government of Mozambique. IMaP contributes to reducing malaria mortality, morbidity, and parasitemia in targeted provinces across Mozambique. This is being achieved by increasing utilization and uptake of quality malaria prevention and control interventions. The project’s activities improve the quality of implementation and use of facility and community-based malaria services by strengthening the dataflow between these systems
  • The Operations and Finance Director provides overall operational and financial management support to the Chief of Party in support of project implementation. S/he is responsible for the compliance of finance, operations, procurement, and grants components for the project
Duties
  • Under the guidance of IMaP’s Maputo-based Chief of Party, the Operations and Finance Director will be responsible for the following duties:
  • Ensure proper administration of the program through the supervision of the project finance, grants, procurement and administrations teams
  • Track and report quarterly on project financial management indicators
  • Support Chief of Party to develop, implement and maintain key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; grants management; and personnel management
  • Support a robust grants program in implementation, compliance, continuation, and close-out
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, the laws of the Government of Mozambique
  • Oversee the management of local contracts and sub-agreements for compliance and performance; including coordinating with technical staff to finalize scope and managing performance of contractor or sub-awardee against deliverables
  • Liaise with home office project management unit to include coordinating deliverable review process, providing requested financial or planning information, and coordinating international short-term technical assistance
  • Provide support to the development of project communications including reporting, success stories, and social media
Requisites
  • Bachelor’s degree in Accounting or Business Administration, Master’s degree preferred
  • At least eight years of progressively responsible experience in administrative and financial management of large-scale, complex, international development assistance programs
  • Demonstrated supervisory experience with teams in various locations
  • Ability to work effectively, independently, and in a team environment with a broad range of local and international personnel and partners
  • Demonstrated experience and skills in developing and managing large budgets of programs funded by donors such as USG, DFID, etc.
  • Demonstrated knowledge and experience of the procurement process from solicitation to award
  • Extensive experience in development and managing a donor-funded grants program
  • Excellent verbal and written communication skills in English and Portuguese
  • Demonstrated ability to establish and develop working relationships and a high level of trust with public/private organizations as well as prepare regular and ad hoc reports, activity documentation and briefing papers
  • Demonstrated versatility, leadership, and integrity
  • Excellent computer skills (MS Word, Excel, Power Point, and Outlook) are required to effectively implement, analyze, monitor, and manage activity goals, inputs, outcomes, and achievements
