GIZ is recruiting a Advisor on Professional Education and Employment Promotion - Policy Advise, Public Private Dialogue and Capacity Development (m/f), to be based in Maputo, Mozambique.
Description
- The German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the implementation of the programme “Labour market orientation of national TVET and employment policies”. Political partner are the State Secretariate for Professional Education (SEETP) and the State Secretariate for Youth and Employment (SEJE). The objective of the project is to improve labour market orientation of national TVET and employment policies on a political, strategic, and practical level. To this end, it will strengthen the capacities and collaboration of public and private stakeholders and support better coordination of planning, implementation and monitoring in the TVET and employment sector. Apart from that, the programme will work with the Industrial and Commercial Institute in Beira on the technical in-service training of professional education teachers and trainers
Duties
- The advisor will coordinate all activities in component (output) 1 of the programme: policy and system advice for professional education and employment promotion
- There are three main activity areas under this component (output): (1) facilitation of stakeholder dialogue, cooperation and network (2) development of strategic and structural framework elements (3) organizational development for key stakeholders in the professional education and employment sector, including public and private sector as well as CSO entities
Main tasks of the advisor
- Coordination of all activities in this component (output) 1 in close collaboration with programme counterparts (SEETP and SEJE), other component (output) coordinators and programme director
- Advising counterparts on setting up participatory policy-making processes
- Participatory project planning, implementation and monitoring, thereby assuring synergies with other projects of German Cooperation and other organizations in the sector
- Collect and analyze stakeholder needs, sector specific plans, policy documents, socio-economic data, reports and other relevant information in the context of the professional education and employment sector in Mozambique
- Develop ToRs for specific policy advice and manage and guide respective consultancies
- Conceptualize, plan and conduct trainings and workshops
- Document training events, workshops, forums, team meetings and other project activities
- Build and maintain partnerships with key international and local stakeholders.
- Maintain a good flow of communication and information between all involved stakeholders and counterparts and GIZ
- Assist in preparing and carrying out other activities required for implementing the project
Requisites
- Master’s Degree in Economic, Social or Pedagogic Sciences or an area that is related to the programme’s scope
- 5 years’ professional experience in professional education or employment promotion
involving the development, delivery and management of programmes in a comparable position
- Experience in setting up and accompanying organizational development processes
- Proven capacity to design, implement, monitor and evaluate professional education and employment project activities
- Experience in working on professional education and employment legislation, regulations and systems will be an advantage
- Very good working knowledge of information and communication technologies (MS Word, Excel, PowerPoint, Outlook)
- Strong communication skills, ability to work in a team
- Results and solution oriented working style
- Fluent Portuguese and very good command of English
- Knowledge on gender sensitive project implementation
- Willingness to continuous learning and upskilling as required by the tasks to be performed
