WWF is recruiting a People & Culture Manager (m/f), to be based in Maputo, Mozambique.
Description
- Under the supervision of the Country Director, the People & Culture Manager as a member of the Senior Management Team of WWF Mozambique will:
- Implement the People and Culture component of the WWF Mozambique Strategic
Plan
- Support management and be the focal person to attract, recruit, develop and retain
the right talent for delivering the strategy, and build leadership capacity
- Implement effective people, organizational and management structures, policies
and processes in alignment with WWF guidelines, policies and procedures and
Mozambique legal standards
- Provide advice to the Country Director and his/her team in matters concerning
people related safety and risk management
Duties
People & Culture Development and Management
- Implement people management and development strategy including recruitment
and selection practices, discipline, grievance, compensation and benefits, staff
contracts, training and development, succession planning and talent management,
morale and motivation, culture development
- Manage the yearly Performance Management cycle and facilitate and coordinate
the implementation of the performance appraisal system
- Coach line Managers and staff on employment/workplace related matters, and
provide guidance on labour law related questions as well as on performance and
disciplinary issues
- Develop and support measures to improve organizational culture and employee
well-being, and coordinate and support the implementation of the compensation &
benefits policy
- Facilitate staff training and development, staying abreast of relevant training
opportunities within and outside WWF
- Ensure that WWF Mozambique complies with local Employment laws, and
support adherence to the internal Code of Ethics and policies & procedures. As
and when required, liaise with external consultants and lawyers for specific
employee related issues
- Manage Human Resources reporting, maintaining Human Resources data and
statistics and provide reports to the Country Director, WWF International and
auditors as needed
- Maintain personnel files, ensuring they are complete and in compliance with both
WWF and national standards, and review proposals on organizational changes
with Directors, guide them through the appropriate process and ensure that
organizational changes are reflected in the Organization Chart
- Manage staff inductions and ensure on-boarding for newcomers, and run exit interviews for those leaving the organization
- Oversee payroll administration and management
Organizational Development (OD)
- Coordinate the development and lead the implementation of OD strategy, budgets
and work-plans, in close collaboration with the Country Director and Senior
Management to ensure long term sustainability of the Mozambique office
- Develop, implement and regularly monitor the organizational development
dashboard for the Office and regularly report progress to the Senior Management
Team and partner offices
- Ensure the planning, management and monitoring of the implementation of
network and change management plan for the Country Office, in close
collaboration with the Country Director
- Liaise with other departments and staff to ensure they feed into organizational
development objectives, and to ensure they are fully informed of organizational
development targets and achievements
- Facilitate the development and implementation of an internship program that
creates value for both the intern and WWF (ensures WWF receive critical support
on projects and access to a pool of talent for later hiring decisions)
Organizational Safety and Security
- Facilitate the analysis of the security environment and threats to WWF staff,
property and operations, identifying vulnerabilities to the threats and developing
threat indicators and thresholds to monitor changes in the security environment;
- Ensure the implementation of and adherence to WWF Mozambique Safety and
Security Policy including protocols on movement and travel, security incident
reporting, pre-country arrivals and visitors debriefing, security communication etc.
- Facilitate staff capacity building on safety and security in order to ensure
continuous and conscious effort to learn, improve and understand the expectation
for safety, and develop individual and collective sense of security and safety
awareness and responsibility
- Performs other duties as requested by the Country Director
Requisites
- Master’s Degree in Human Resources Management, Administration, Business
Management, or related field
- At least 8 years of professional experience in human resources, people
management and/or organizational development, at least 3 years of which are in
Mozambique in a managerial position
- Proven experience in implementing and monitoring the compliance of HR
systems, policies and procedures, preferably within the context of an international
organization
- Strong knowledge of Mozambique labour law and benefits system
- Experience working in a multi-cultural environment is an added advantage
- Membership of a relevant professional body would be a strong asset

- Experience of working in a matrix organization
- Excellent oral and written communications skills in both Portuguese and English

- World Wide Fund for Nature (WWF) has been working in Mozambique since 2001,
and is currently implementing its second country strategy (2020-2030), whose goal is
for WWF MCO to influence and ensure sound management and responsible
stewardship and use of Mozambique’s unique biodiversity for the benefit of
present and future generations. The strategy, underpinned by the fact that the
wellbeing and prosperity of Mozambicans is dependent on nature and that, today, the
rate of loss of this life-support system demands urgent and effective action, is
anchored around three conservation pillars, namely: i) inclusive conservation of
habitats and species; ii) sustainable and equitable livelihoods; and iii) greening the
footprint of economic development. The strategy will focus on six priority landscapes

- WWF Mozambique seeks to recruit a dynamic and committed People & Culture
Manager who will ensure WWF Mozambique applies the highest standards in the
area of people & culture (P&C) management and fosters a culture based on network
citizenship in order to support the achievement of the conservation goals and
objectives as laid in the Strategic Plan, in compliance with WWF People & Culture
policies and standards. He/she will support the delivery of the WWF Mozambique
Country Strategy 2020-2030 through the development and implementation of efficient
and effective systems in human resources, administration and organizational
development
- Working Relationships:
- Internal: Interacts and works closely and on a regular basis with project implementation personnel in PSEPA and Maputo, PSEPA Fisheries Senior Officer, PSEPA Program Manager, M&E Officer, M&E Manager, ESSF Senior Officer marine team and other conservation staff in Maputo
- External: Interacts with governmental institutions, non-governmental organisations, academic institutions, the media, donors, specialists/consultants, private sector and other stakeholders, in collaboration with the PSEPA Program Manager, as appropriate
