Tetra Tech is recruiting a Mozambique WASH Performance Management Specialist, Water Sanitation and Hygiene Finance (WASH-FIN) Program (m/f), to be based in Maputo, Mozambique.
Description
  • WASH-FIN is a five-year program financed by the United States Agency for International Development (USAID) implemented as a task order under the Making Cities Work Indefinite Delivery Indefinite Quantity (IDIQ) contract, implemented by Tetra Tech (‘ARD Inc.’ in Mozambique). Its primary objectives are to close financing gaps to achieve universal access to water and sanitation and to increase the potential to reach additional beneficiaries at scale in priority countries
  • The overall objective of this consulting assignment (approximately 65 days of Level of Effort) is to evaluate the current performance management framework of Mozambique’s PRONASAR (Programa Nacional de Abastecimento de Água e Saneamento Rural) program, identify opportunities for improvement, and develop technical monitoring tools to improve the management of the service level and quality provided by PRONASAR operators. The evaluation will additionally serve to identify the nature and specifics of required support to PRONASAR private operators to enable them to enhance their efficiency and enable them to improve the quality of services they provide
Duties
  • Review the existing PRONASAR contracting documents for private operators and identify elements of technical monitoring of service level and quality, among other aspects, and potential for implementation of regulatory monitoring
  • Review the existing AIAS secondary systems operators technical monitoring tools and systems and identify potential elements of technical monitoring that can be applicable for PRONASAR systems
  • Review the sector institutional framework and set-up to identify the major drivers of proper monitoring of PRONASAR operators’ technical performance and the required monitoring at all levels of government (local, provincial and central)
  • Review the Mozambique decentralization law with concern to water sector provisions applicable to PRONASAR small piped systems management and assess their immediate, medium and long-term impact to the monitoring process
  • Undertake consultations with key stakeholders, namely DNAAS, AIAS, and AURA to collect contributions. Discussions with AIAS private operators support project (PO35) under implementation for secondary systems would be encouraged to draw lessons from the support being provided to the monitoring process and to the direct support provided to the AIAS operators
  • Undertake field visits to three agreed provinces with the client and DNAAS to discuss with local authorities and collect contributions from the field on appropriate technical monitoring and tools at their level, considering the implications of the upcoming decentralization process. At least 2 districts with active private operators of PRONASAR systems shall be visited in each selected province
  • Identify and propose key performance monitoring indicators (water quality, services quality, social and commercial performance) and tools for different levels (district, provincial and central), based on initial findings on the needs for performance monitoring at local and central level, and compliance with water quality and services quality standards (as defined by the applicable guidelines and by the sector regulator)
  • Identify and recommend services standards enforcement tools for PRONASAR systems water supply services or/and incentives for compliance with the standards
  • Identify and propose reporting arrangements at different levels (district, provincial and central), flow of information, reporting requirements and the definition of roles and responsibilities of each actor: service provider, district government, provincial government. This shall consider the ongoing decentralization process
  • Design and host a well-structured workshop session to facilitate discussions with key stakeholders (with potential participation of local governments and other than key stakeholders), concerning the initial findings, including the proposed key monitoring indicators, tools and reporting arrangements, and collect feedback for incorporation (this session will be part of a larger workshop to be organized by the WASH-FIN team, and is expected to be held in late February 2020)
  • Evaluate the existing capacity to conduct the proposed performance monitoring with regard to qualified human resources and technical equipment, and if required Identify and recommend capacity building needs for key implementing agencies at all levels
  • Prepare a short implementation manual for key implementing stakeholders at all levels, including: service providers, district government, provincial government; and
  • Prepare final report of key performance monitoring indicators, tool and proposed report arrangements, including description of roles and responsibilities at all levels, and final version of the implementation manual
Requisites
  • Master’s degree in Engineering, Economics, Urban Planning, or other relevant degree
  • Minimum of 2 years (although 8+ years desired) of professional experience in piped water supply and services delivery, monitoring and/or regulation
  • Experience in the execution of program evaluations and their ability to meet both program performance targets and broader policy objectives, and in the preparation of concise analysis identifying the factors that prevent programs from meeting their objectives and recommendations for their improvement
  • Experience in design and implementation of monitoring and evaluation tools and strategies, including interaction with government agencies at different levels
  • Strong analytical skills, including the ability to review and analyze large amounts of data from multiple resources and to correctly frame a problem after reviewing it from multiple perspectives
  • Strong technical writing skills, with the ability to write well-structured technical reports; and
  • Professional-level command of both Portuguese and English languages
  • Experience in Mozambique water sector preferred
  • Role will require either residency in Mozambique, or on-the-ground presence of at least 6-8 weeks in January – February 2020
