- The U.S. Mission in Maputo/Mozambique is seeking eligible and qualified applicants for the position of PHAS Government Engagement Specialist’s within the office of the Centers for Disease Control and Prevention (CDC)
Duties
- Job holder serves as a Government Engagement Specialist to the Government of Mozambique (GRM) in developing innovative and promising responses to implementing PEPFAR and non-PEPFAR funded activities through Government to Government (G2G) implementing partners (IPs). The G2G IP’s include Ministry of Health (MISAU), Provincial Health Services (SPS) and the Provincial Health Departments or offices (DPS)
- Job holder applies public health technical leadership, results-oriented analysis, knowledge, and experience to support programs that achieve higher levels of quality, efficiency and health service availability for communities and a higher quality of life for a population affected by HIV/AIDS in country
- As such, the job holder plans, initiates, conducts, evaluates, and coordinates complex partner performance and efficiency analysis by triangulating partner programmatic performance, financial performance, quality of service provided, and efficiency/economic data
- Job holder works closely with the Deputy Director for Government Engagement in providing advice to the Country Director and Deputy Director on CDC’s G2G program performance and develops performance improvement plans for programs that are underperforming. As a senior public health specialist, assists the GRM in addressing the problems of sustainable health systems
- The Government Engagement Specialist supports the development and implementation of financing and human resources management systems and practices, to ensure the sustainable and effective operation of decentralized GRM health programs, applies an in-depth and extensive knowledge of the health sector in Mozambique to assist MISAU, SPS, and DPS in reviewing, designing, and strengthening financial and human resources management systems, with an emphasis on improved performance management
