  • Johanniter-Unfall-Hilfe e.V. is a German non-governmental organization, dedicated to excellence in the field of first aid, ambulance service, social service programs and other projects in the medical and social field. The Federal Headquarters (HQ) are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation world-wide.   • The PMEAL officer is responsible for ensuring that PMEAL processes are taking place appropriately in (location), through a two-folded role. On the one hand, s/he will lead the design of tailored tools and implement PMEAL plans for JIA projects, that mainly cover; Nutrition, Health, WASH and Livelihoods/food security sectors. S/he will design in a participative manner PMEAL plans, will support partners in imple-menting/will implement the PMEAL plans, through capacity strengthening, support and sometimes direct implementation of the plan. On the other hand, the PMEAL officer contributes to PMEAL at strategic level. This includes the monitoring of global indicators, and supporting the design of PMEAL plans for country and /or regional strategies, under the leadership of the PMEAL coordinator
Duties
Strategy and Vision
  • Actively supports the values of JIA and shapes work accordingly
  • Contributes to the development and implementation of the global strategy of JIA, particularly through the monitoring of global indicators, and supporting the design and monitoring of the re-gional/country strategy
  • Together with the PMEAL and Partnership Advisor (based in HQ) and the PMEAL and programme colleagues, supports the development and implementation of the PMEAL strategy in Mozam-bique
  • Facilitates the achievement of strategic programme and organisational objectives
Planning, Monitoring, Evaluation and Learning
  • Support/Overall responsible for the implementation of the JIA PMEAL systems in Mozambique
  • Contributing to proposal development and programme design, indicators definitions, theory of change development, PMEAL plan and budgeting and log frame design
  • Develop or update PMEAL tools, databases and reporting formats aligned to JIA PMEAL standards in close collaboration with the project/partner teams and the PMEAL advisor based in HQ:
  • Directly implement or support JIA staff /and partners staff in field data collection and analysis, sup-porting the alignment between the partner’s practices and JIA standards and templates, and data quality
  • Develop a data management system for the running projects to inform rapid decision-making
  • Support/Produce monitoring and accountability checklists and conduct quarterly joint field process monitoring. Conduct periodic data audits and analysis to ensure high quality data
  • Provide beneficiary counts; i.e. a monthly, quarterly and annual gender & age disaggregated over-view per grant per partner
  • Contribute to the rollout of JIA’s global strategic initiatives related to measurement & accountability, and enable reporting against JIA’s global indicators and country/regional strategy indicators
Assessment, Learning and Documentation
  • Supports other aspects of PMEAL, for example surveys, baselines, evaluations, joint projects monitoring and reviews/lessons learning workshops/events
  • Ensure relevant, timely, and quality support to the partners on assessments & evaluations; i.e. sup-port in developing the survey tools, data analysis and report writing
  • Attend and participate in relevant meetings with JIA’s and Partners’ projects teams on project monitoring and learning i.e. updates on projects progress on achievements & challenges for actions and reactions
  • Contribute to organizational learning documentation and dissemination of key findings stemming from monitoring, assessment, and other analyses of project learning activities
  • Track and ensure organized, comprehensive electronic filing of documented findings/analyses
  • Collect and file success stories, case studies, pictures, legal documents etc. and file them accordingly
  • Facilitate and participate in information sharing among JIA staff, partners & donors
  • Responsible for taking relevant meeting minutes by and with JIA staff, partners and donor and share/file them accordingly
  • Compile periodic reports with relevant indicator data per grant, showing targets versus actuals and action plans and share with the projects teams/managers
  • Takes an active part to the Global PMEAL team and participates in regular calls and face to face meetings
Capacity Building
  • Facilitate capacity building for JIA and partner staff on skills/knowledge related to Monitoring, Evaluation, Accountability and Learning, including; designing monitoring tools, analyzing/monitoring data, conducting assessment/evaluation, implementing feedback mechanisms, data management and storage
  • Participate in the assessments of new JIA partners
  • Undertake regular visits to field locations to support monitoring and evaluation processes and con-tribute to the development and roll out of accountability processes. i.e. provide training, mentorship, technical assistance, while ensuring that accountability and learning tools and strategies are under-stood and being implemented effectively
Requisites
  • Profession/Qualification:
  • Bachelor’s degree in Development or Social studies, Economics, Statistics, or related field from an accredited academic institution
  • Experience:
  • 3+ years of relevant work experience in Humanitarian or development organizations and working through partners
  • Practical experience in handling participatory processes for data collection and management, ensuring that the voices of the targeted communities are heard, and feeding back results to communities and vulnerable groups
  • Demonstrated experience in proposal development and design of PMEAL systems
  • Experience in setting up small and mid-sized assessments, appraisals and evaluations
  • Practical experience in conducting data collection exercises (both qualitative and Quantitative), especially following Outcome Mapping and Theory of Change approaches, and in supporting local NGOs and CSOs in data collection
  • Practical experience in the use of digital data collection and analysis tools
  • Demonstrated experience and skills in project reporting, knowledge management & learning process
  • Preferred: experience in supporting the monitoring of global indicators, or the monitoring of country strategies
  • Skills:
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching, with fluency in Portuguese, English and other local languages
  • Good analytical skills
  • Strong organizational skills required, with the ability to work with other
  • Willingness to travel throughout project sites with up to 50% of the time in field sites
  • Ability to meet deadlines/perform duties on time
  • High degree of computer literacy
  • Ability to work under pressure, making decisions in urgent situations with high problem-solving skills
