Description
  • The USAID Supporting the Enabling Environment for Development (SPEED) program supports the Government of Mozambique (GRM) to develop and implement policies that improve the country’s business enabling environment, thereby enhancing the role of the private sector in agriculture, trade facilitation, health, energy, and biodiversity conservation. The program also strengthens economic governance and public financial management and enhances the role of civil society in supporting Mozambique’s ability to plan, manage, and finance its own development
  • SPEED work is closely aligned with GRM policy priorities. In August 2022, the Government released a new Economic Acceleration Package (PAE) that includes 20 priority reforms to be implemented over the next three years
  • SPEED is seeking qualified candidates to serve in the role of Portfolio Coordinator (PC) for Agriculture. The Portfolio Coordinator (PC) will work with the Deputy Chief of Party-Technical and Agriculture Portfolio Manager (PM) to support the implementation of activities related to PAE. PC will also support other activities under the Agriculture component by establishing, administering, overseeing, and following-up on short- term technical assistance (STTA) special assignments; supporting monitoring and evaluation (M&E); and administering portfolio activities, events, and reporting
Duties
Technical Tasks
  • Develop scopes of work (SOWs) and support the work of STTA experts on legal and regulatory reform, including coordination, support, and facilitation of government engagement for activities under the SPEED Agriculture Component
  • Monitor technical and communications activities, and develop required reports and improvement methodologies to ensure effective implementation of the work plan
  • Manage everyday workflow, internal and external communications, problem resolution, reports and techniques of decision making, conflict resolution, work planning and feedback
  • Help ensure sectoral technical and administrative obligations of the contract are being met in a timely and results-oriented fashion
  • Help coordinate all sectoral technical aspects of the project and participate as indicated in technical aspects of the project (advisory, assessment, analysis, training, etc.)
  • Help ensure good relations with donor agencies and local implementing partners
  • Coordinate operational and technical integration with other SPEED components and the MEL Manager to ensure all components to achieve optimal results and impact
  • Develop and maintain strong working relationships with the appropriate government ministries’ staff, and commercial associations, and others active in policy advocacy and articulation for Mozambique’s strategic development sectors
  • Be available to travel throughout Mozambique to support implementation of technical activities
  • Support organization and implementation of workshops, seminars, and conferences
  • Assist in setting up meetings with counterparts
Requisites
  • Bachelor’s degree in a relevant field required; advanced degree preferred
  • 6+ years’ of relevant professional experience related to trade and business enabling environment and agriculture
  • Ability to effectively manage and deliver technical assistance on time and within budget
  • Experience working on USAID-funded projects is preferred
  • Ability to respond effectively to time sensitive demands & inquiries
  • Excellent organizational skills with a willingness to take initiative
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multicultural backgrounds
  • Ability to speak in public and lead formal meetings with high-level government officials
  • Competency in the English language, both spoken and written
