PSI is recruiting a Procurement Coordinator (m/f), to be based in Maputo, Mozambique.
Duties
- Be responsible for the organization’s procurement efforts by setting ambitious performance targets and working towards reaching them
- Supervise other procurement staff and guiding the progress of the team
- Ensure legal and donor compliance with all international and national laws, PSI global and domestic policies, and other standards of good business practice
- Oversee and manage domestic and international procurement of products and services
- Ensure coordination of timely delivery of supplies and equipment and proactively liaise with relevant managers to clarify specifications
- Oversee timely tracking of all supplies and equipment sent to the relevant managers
- Oversee preparation and follow up payment requests for goods and services in timely manner in accordance with existing policies and guidelines
- Coordinate purchasing of goods and services, analyze purchase requisitions
- Coordinate the draft and evaluation of bid proposals, as well as solicitation and negotiation of competitive pricing from vendors, and make recommendations for issuance of purchase orders and waivers of advertising
- Provide coordination on committees to evaluate sealed proposals, negotiate pricing, etc.
- Communicate effectively with customers, vendors or other departments and agencies and provide assistance as needed, establishing and maintaining blanket purchase orders
- Exercise considerable independent judgement in making purchasing decisions in accordance with PSI’s policies and procedures and best practices
- Oversee maintenance and systematic update rosters of pre-approved and pre-authorized vendors in all key areas
- Review coordination of all policies, processes, and documentation related to procurement and recommend, and implement improvements as needed
- Coordinate training and guidance provision to PSI staff within the department, maintain and update manuals, templates, forms, and other guidance materials
Requisites
- Over three years’ experience of working at procurement management in a large-scale, commercial, or non-profit environment
- Business Administration degree, Management Background or equivalent experience
- High level of computer skills (ability to use MS Office and other relevant reporting software)
- Familiarity with national and international procurement policies and procedures
- Ability to work effectively in team or partnership with a variety of audiences
- Excellent writing, presentation and interpersonal communication skills preferred
- Well organized, strong attention to detail, commercial judgement, and strategic thinker
- Fluency or strong working knowledge of oral and written Portuguese and English
- Ability to analyze issues, identify solutions, and take action to implement them
- Client service orientation and willingness to do whatever it takes to get the job done
- Supervisory experience and ability to gain trust and motivate staff effectively
- Flexibility, versatility and ability to resolve conflicts
