GIZ is recruiting a Professional Education and Employment Promotion Advisor - Labour Market Orientation of National TVET and Employment Policies Programme (m/f), to be based in Maputo, Mozambique.
Description
- The German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the implementation of the programme “Labour market orientation of national TVET and employment policies”. Political partner are the State Secretariate for Professional Education (SEETP) and the State Secretariate for Youth and Employment (SEJE). The objective of the project is to improve labour market orientation of national TVET and employment system on a political, strategic, and practical level. To this end, it will strengthen the capacities and collaboration of public and private stakeholders and support better coordination of planning, implementation and monitoring in the TVET and employment sector. Apart from that, the programme will work with the Industrial and Commercial Institute in Beira on the technical in-service training of professional education teachers and trainers
Core tasks
- In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes
- In addition you contribute to the conceptual design of the project, in particular its modification or realignment
- You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development
- In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company
- In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team
- You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks
- You perform the tasks assigned to you by your line manager, where required
Duties
- The advisor will coordinate all activities in their programme component: 1) policy and system ad-vice for professional education and employment promotion OR 2) cooperation between public and private key stakeholder in professional education and employment and their cooperation partners for coherent and transparent sector planning and development
Main tasks of the advisor
- Coordination of all activities in the component in close collaboration with programme coun-terparts (SEETP and SEJE), other component coordinators and programme director
- Advising counterparts on participatory policy making processes and implementing a mechanism for coherent sector planning, implementation and monitoring
- Participatory and gender sensitive project planning, implementation and monitoring, thereby assuring synergies with other projects of German Cooperation and other organizations in the sector
- Collect and analyze stakeholder needs, sector specific plans, policy documents, socio-economic data, reports and other relevant information in the context of the professional education and employment sectopr in Mozambique
- Examining existing dialogue and cooperation platforms and mechanisms on international, national and local level, in the professional education and employment as well as in other sectors
- Develop ToRs, and manage involved consultancies
- Conceptualize, plan, conduct and document workshops, trainings, events and other pro-ject activities
- Build and maintain partnerships with key international and local stakeholders

Requisites
- Master’s Degree in Economic, Social or Pedagogic Sciences or an area that is related to the programme’s scope
- 5 years’ professional experience in designing and implementing national or international projects in professional education or employment in a comparable position
- Experience in setting up and accompanying organizational development processes
- Experience in facilitating stakeholder dialogues, communication and cooperation platforms, ideally with international, public and private sector participation
- Experience in developing or using digital knowledge and exchange platforms
- Strong communication skills in English and Portuguese,
- Knowledge on gender sensitive project implementation
- Experience in working on professional education and employment legislation, regulations and systems will be an advantage
