mothers2mothers is recruiting a Program Manager (m/f), to be based in Sofala, Mozambique.
Description
  • This Scope of Work outlines a request for the services of a consultant to support mothers2mothers’ mothers2mothers plans to hire a consultant to be based in Beira from May – September 2019 to manage the operations of the Sofala Office as well as lead the program closeout. The consultant will ensure that all program closeout procedures are followed appropriately and correctly per USG guidelines. The Consultant will work alongside the Senior Technical Advisor and reports to the Country Director
  • mothers2mothers (m2m) is an Africa-based, global NGO that unlocks the potential of mothers and their families through scalable, high-impact interventions to women and children, their families and communities. m2m’s peer-based Mentor Mother Model has proven effective in improving the health of women and their children, reducing mother-to-child HIV transmission rates, and generating significant savings on HIV treatment costs, while empowering HIV-positive women through training and employment. mothers2mothers programme scope has recently been enhanced to also include universal HIV treatment, comprehensive reproductive maternal neonatal and child health (RMNCH), early childhood development (ECD), adolescent health & youth development; capacity building/technical assistance to local partners and governments for quality programme service delivery
  • Purpose of the consultancy: m2m requires a consultant to manage the operations of the Sofala Office as well as lead the program closeout
  • Duration: The work must be completed by September 30, 2019; a phased approach will be employed based on finally agreed upon schedule of deliverables

Duties
  • The consultant will be required to develop project-specific trackers for group attendance registers, client risk profiling forms, vulnerability assessment tools, and disease pre-screening tools. All trackers must be correctly linked to each respective facility/community where the tracker is deployed
  • Consultation and technical design meetings must be held with project leads, m2m’s mHealth team and Strategic Information team for input and learnings. Work to be accomplished includes:
  • Provide monthly progress updates of plans, activities and share these key issues with management for further actions
  • Convene monthly meetings of the Provincial Programme Coordination team. This also includes ensuring required documentation and minutes of the meeting
  • Ensure proper financial and operations controls
  • Ensuring compliance with donors’ requirements and local legal and administrative rules and regulations
  • Responsibility to sign off on the provincial financial and project reporting
  • In collaboration with Site coordinators, take lead in developing program field budgets, and monitor and report expenditures in adherence with financial controls
Program Closeout
  • Ensure the appropriate closeout processes are followed per USG guidelines – stakeholders and informed
  • Determine which service contracts (guards, gardening, etc) must be modified or terminated and inform the vendors accordingly (at least 1-2 months in advance, or per terms of service contract)
  • Develop communication plan for donors, as well as disposition list of assets
  • Develop workplan and budget from May – September
  • Manage DQA and ensure that all data is correctly entered into DHIS2
  • Work with local HR to review m2m policies and procedures and local labor laws regarding termination benefits and required time for notifying staff of termination
  • Consult with USAID on disposition and transfer of property; consult with relevant stakeholders (such as national level government representatives as needed and relevant for decision making) to propose disposition plans
Requisites
  • Degree/diploma in Nursing, Social Science or related field
  • Excellent knowledge/exposure of PMTCT/RMNCH policy
  • Minimum of 5-7 years field experience preferably in the HIV/AIDS area of public health or NGO environment, with at least two years’ in a supervisory role
  • Strong project management experience
  • Applied knowledge of Human Resource Management
  • Applied knowledge of M&E systems and tools
  • Experience of managing discreet budgets and reconciliation of accounts
  • Excellent communication, time management skills, good reporting and writing skills
  • Experience in maintaining strategic relationships with external stakeholders at multiple levels
  • Computer literacy: (Office suite: Word, Excel, Outlook), Internet
  • Good mentoring skills
  • Strong interpersonal and team building skills
  • Fluency in Portuguese, English will be strongly advantageous
  • Ability to work independently, problem-solve collectively and innovatively
