Oxfam is recruiting a Program Unit Manager, to be based in Cuamba, Metarica, Nipepe, Maua and Marrupa, Mozambique.
Description
- As the Unit Programme Management Manager for the PRESSANI, you'll lead efforts to increase livelihood opportunities for people living in poverty, particularly the most vulnerable, in the districts of Nipepe, Maúa, Marrupa, Metarica and Cuamba . This challenging role requires a visionary thought leader who can navigate complex livelihood, food and agricultural systems as well as climate resilience and Income generation, fostering collaboration with diverse stakeholders, and influence positive change.
- The PRESSANI programme specifically addresses challenges such as poor production technologies, low productivity, poor income generation, and market access and linkages, and nutritional deficiencies in these identified regions through pathways of increased production and productivity, diversified food supply, and improved household income specially for Youth and women. Your role will be pivotal in implementing these strategies and making a lasting impact on people living in poverty, particularly the most vulnerable people in Cuamba, Metarica, Nipepe, Maua and Marrupa in Niassa Province
Duties
Programme Leadership and Design
- Overseen the overall pogramme management and implementation in Niassa
- Shape the programme's strategic direction, ensuring alignment with consortium goals and the unique challenges of smallholder farmers in Mozambique
- Design and implement innovative solutions to address low productivity, limited market linkages and access, and nutritional deficiencies in the targeted regions
- Provide thought leadership, challenging conventional norms, and fostering a culture of continuous learning and improvement
- As member of the Country Programme Coordinating Team (CPCT) and the Oxfam in Southern Africa Economic Justice Programme ensure alignment of the PRESSANI programme with the overall Oxfam in Mozambique and Oxfam in Southern Africa strategic framework
Stakeholder Management
- As responsible for the engagement with Provincial authorities and other stakeholders in Niassa, ensure all stakeholders involvement and participation
- Navigate complex stakeholder relationships, including donors, government officials, Food and Nutrition Security specialist, Income generation Specialist, Agriculture and food system specialist and others technical experts
- Work closely with consortium Governance Committee, and thematic specialist to ensure effective collaboration and achievement of programme objectives
- Support identification of capacity development needs of partners and set out a plan for this development
Programme Implementation and Analysis
- Lead and coordinate the PRESSANI programme, overseeing its diverse components and ensuring successful implementation in the targeted districts
- Analyse challenges and barriers to productivity, identifying innovative solutions to empower people living with poverty, particularly the most vulnerable farmers and increase their income opportunities significantly, utilizing a deep understanding of the Mozambique agriculture sector to drive impactful change and improve the livelihoods of rural communities
- Manage budgets against programme plans to achieve the best return on available funds, delivering agreed programme objectives within budget constraint
Programme Reporting; Evaluation and Learning
- Ensure timely and quality reporting of programme management and implementation
- Provide high quality reports according to donor contract agreements. Ensure compliance with donor grant requirements, provide input into donor reports, and support the management of donor visits as appropriate
- Ensure institutionalisation documentation and learning culture within the programme
- Commission and supervise contractual evaluations, in support of the MEAL team
- Support the creation of strong internal governance networks that encourages a joint accountability approach for achieving objectives, and that facilitates programme learning through sharing information and encouraging effective and inclusive dialogue and interactions within and outside Mozambique programme
- Assist with the development of indicators to monitor and evaluate jobs creations and income generation activities
People Management and Partnerships
- Direct Manage a team of professionals, Food and Nutrition Security Specialist, Income Generation Specialist, Agriculture and Food Systems Specialist
- Oversee a Support team, comprising of Grants and Compliance Officer, Finance Officer, WASH technical Specialist, Gender Justice Specialist, Security Coordinator and Behaviour Change Communication officer
- Foster effective partnerships with civil society organisations to enhance programme outcomes
Requisites
- Proficiency level equivalent to master or higher degree in a relevant discipline such as international development, agriculture, agroeconomics, rural development, agribusiness, food systems or nutrition.
- Candidates with a bachelor’s degree with more than 10 years of extensive Management and leadership experience in international development can be considered are also encouraged to apply
- Minimum of 6 years’ experience managing complex programmes addressing the challenges of small holder farmers as manager, team leader, or chief of party in at least two international development programme in Africa or Mozambique
- Demonstrated strong leadership and team management skills, with emphasis in coaching and development
- Minimum of 4 years of experience in partnership management within the international development sector
- Demonstrated experience working in Mozambique context, government engagement and consortium working environment
- Demonstrated Experience in Safe programming and applying feminist principles
- Desired qualifications:
- Demonstrates conceptual thinking by asking probing questions, challenging the status quo, and analyzing complex situations to implement innovative solutions with adaptability
- Experience in managing diverse teams and partnerships, including government relations and engagement with civil society organizations
- Strong ambition to influence and collaborate effectively with diverse stakeholders
- Profound knowledge of project management cycle, procedures, systems, and finance processes
- Result-oriented with a focus on impactful outcomes
- Experience living and working in remote area of Mozambique, with an understanding of the agricultural and agribusiness systems, household level nutrition culture and political economy of the region
- Experience with remote working tools, namely, MS Teams, One Drive, MS Office, Zoom, Skype and other
- Passionate and motivated to work in remote locations in Mozambique (Niassa) with low levels of infrastructure and with an interest in creating lasting impacts on the lives of poor people in vulnerable areas
