Programme Analyst, GBV and NOB (m/f)

UNFPA is recruiting a Programme Analyst, GBV and NOB (m/f), to be based in Beira, Mozambique.
Duties
  • Under the overall guidance of the CO Humanitarian Coordinator, and the supervision of the Deputy Representative, the incumbents will closely with the Assistant Representative, CO GBV Programme Analyst and other relevant staff, to perform the following tasks:
  • Ensure coordination of the GBV response at provincial level in liaison with the CO and the relevant stakeholders on the ground
  • Develop project proposals for UNFPA activities in the recovery and rehabilitation of cyclone Idai and Kenneth affected areas
  • Work closely with the United Nations humanitarian coordination system in the province and the provincial
  • Government officers in the development of recovery strategies and plans to address gender equality and GBV prevention, mitigation and response
  • Ensure reporting of interventions, including timely and quality submission of donor reports to the CO on the GBV interventions at the province level
  • Specifically, the incumbents will perform the following tasks:
Environmental scanning and advocacy
  • Ensures daily follow-up of the general situation of humanitarian actions in the province, particularly by regularly gathering information on gender and GBV issues
  • Undertakes missions and assessments as appropriate to inform strategic approaches and for addressing ICPD agenda
  • Proactively advocates for inclusion of gender and GBV issues in relevant local policies, plans, programmes, strategies and surveys/studies
  • Liaises with state authorities when planning and implementing gender activities
  • Strongly advocates for UNFPA work and mandate to partners and donor agencies in the emergency and recovery frameworks
Programme development and coordination
  • Contributes to integration of gender/GBV issues in programmes and projects
  • Liaises with the CO on humanitarian issues in the province requiring national level support
  • Supports developing comprehensive gender programmes by working closely with relevant government ministries, technical teams and officials, INGOs, local NGOs and UN agencies active on the ground
  • Support programme budgeting and tracking implementation of activities in line with assigned budgets
  • Maintain solid working relationships and constantly share relevant information with UN partner agencies and relevant stakeholders
  • Provide technical support and guidance to UNFPA staff in the province, implementing partners, and government authorities in planning and implementing GBV programmes related to resettled IDPs/returnees and host communities. Provide special attention to the needs of young women and girls working closely with ASRH team
  • As required, facilitate training sessions on GBV in emergencies for health care providers, partners of the government-led multisectoral GBV response, community services officers, security personnel, the refugee/IDP population, youth, and others, to advance the GBV Strategic framework objectives
Partnerships
  • Maintain solid working relationships, with the GBV Sub National Coordinator, SRH teams and all humanitarian partners and agencies focal units towards GBV Prevention and response
  • Provide regular and comprehensive updates related to UNFPA's and her IP progress to address GBV Work with partners, including international NGOs and UN agencies to develop proposals and projects to leverage resources in the area of GBV
  • As requested, represent UNFPA in relevant humanitarian coordination bodies, including the GBV Sub-Cluster to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts
  • Establish linkages between existing Gender, SRH, Youth and Adolescent programmes to ensure synergies between programmes and maximize programme impact
  • Oversee the distribution of emergency dignity kits and other relevant commodities and monitor their distribution and utilization by the end-point user
Reporting
  • Prepares activity reports, programme reports and donor reports according to UNFPA reporting requirements
  • Documents best practices and approaches for deepening the knowledge base for UNFPA and partners
  • Undertake other duties as assigned by the Representative
Requisites
  • Academic Requirements: An Advanced degree in Social Sciences, Gender Studies and/or other related social science field is required or a bachelor’s degree in similar fields in combination with four (04) additional years of qualifying experience may be accepted in lieu of the master’s university degree
  • Minimum two years’ professional experience preferably in community mobilization, NGO or private sector
  • Experience with programme administrative functions will be an added advantage
  • Fluency in written and spoken Portuguese is required. Working knowledge of English and other local language is also required
