UNFPA is recruiting a Programme Analyst, Gender/GBV, NOB (m/f), to be based in Maputo, Mozambique.
Description
- The Programme Analyst is based in Country Office (CO) and reports to the Youth and Gender Team leader under the supervision of the Assistant Representative. The Programme Analyst, expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government and civil society counterparts and other UN agencies facilitating timely and efficient delivery of programme results and addressing training needs of involved institutions. The Programme Analyst also serves as a technical resource in her/his field of specialty for all stakeholders of UNFPA Country Programme
- The Programme Analyst will provide technical, operational and coordination leadership on Gender, including Gender-Based Violence (GBV), for integrated multi-sectoral service provision, and substantively contribute to the management of data and information to inform related policies and programmes. The gender perspectives should consider a country where every women and girl live a life free from all forms of GBV and harmful practices (HPs), including early marriage, and can enjoy sexual and reproductive health and rights (SRHR). The Programme Analyst is expected to substantially contribute to the implementation of project and activities under the responsibility of UNFPA, including of interventions related to UNFPA´s humanitarian work on GBV and the Spotlight Initiative (SLI) articulating with other agencies, on legislation and policy framework; on prevention and response to GBV and capacity development of national institutions including Civil Society Organizations. Under the direct supervision of the Youth and Gender Team leader, and guidance of the Assistant Representative, the Programme Analyst coordinates project implementation establishing collaborative relationships with national and sub-national governments, civil society actors and development agencies (UN, NGOs and INGOs), facilitates timely and efficient delivery of project inputs, addressing training needs of project personnel, providing technical support to implementing partners in addressing implementation bottlenecks, monitoring and reporting on results
Duties
Strategic Thinking, Technical Development, Monitoring and Oversight
- Promote the strategic alignment of the SDG, ICPD, UNDAF, and national policies and strategies, by providing evidence based information on gender and GBV. Catalyze and fortify multi-sectoral responses under the Spotlight Initiative in Mozambique to end GBV as a human rights violation
- Strengthen legislative and policy frameworks in line with international norms and legislation, support the development of systems, tools, methodologies and approaches to reinforce its implementation to prevent and respond to GBV, early marriage and HP, and ensure fulfillment of SRHR
- Capacity development of gender-responsive national and sub national institutions and systems to ensure effective institutional planning, funding and delivery of evidence-based programmes that prevent and respond to violence against women and girls and harmful practices
- Develop evidence-based, prevention programmes to promote gender equitable social norms, attitudes, and behaviours at community and individual levels to prevent GBV/HPs and promote women and girls´ SRHR. It includes development of a comprehensive SGBV transformative prevention strategy, based on risk identification, and its implementation
- Ensure a coordinated, multi-sectoral approach in responding to GBV and HPs, assisting survivors to access multi-sectoral essential services, including SRHR services. A focus needs to be given on the global principle of Leave No One Behind (LNOB), leveraging a localized adaptation of the essential services package that optimizes an integration across sectors and types of services
- Ensure that good quality, disaggregated and globally comparable data on different forms of SGBV/HPs is collected, analyzed and used in line with international standards to inform laws, policies and programmes
- Support strengthening women´s rights groups, autonomous social movements and relevant CSOs, including those representing youth and groups facing multiple and intersecting forms of discrimination/marginalization
- Review the political, social and economic environment relevant to SRHR, Gender, human rights, including GBV and pursues opportunities for increased UNFPA assistance and intervention across the humanitarian-development-peace nexus. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation
- Oversees and provides technical inputs on gender and human rights related achievements of UNFPA´s programme by ensuring synergies and appropriate policies and procedures are applied across programme teams, and appropriate monitoring and oversight mechanisms and systems are established and implemented
Programme and Project Management
- Ensure effectiveness and efficiency, through timely planning, monitoring and execution of gender programme interventions, and projects, in collaboration with implementing partners and strong coordination with executing agencies, related partners and personnel, by introducing effective modalities and practices of implementation
- Analysis and report on programme results, and proactively measure substantive progress and the effective utilization of financial and human project resources, using timely and appropriate monitoring and measuring mechanisms and tools, reflected in value for money. Prepares evidence-based periodic and annual progress reports. Identifies bottlenecks, constraints and resource deficiencies and recommends corrective action
- Identifies and coordinates joint programing initiatives, closely working with lead agencies and implementing partners for effective and comprehensive implementation of related programmes and SLI
- Ensure coordination and technical support to the related implementing partners, the National Statistical Office (INE), the Gender Directorate of the Ministry of Gender, Child and Social Protection and the Ministry of Interior to identify, assess data sources that will be required to monitor the implementation of the Action Plan of the National Strategy for the Advancement of Position of Women and Gender Equality
- Create and documents knowledge about current and emerging SRHR and GBV issues, by analysing programmes, strategies, approaches and on-going experience for lessons learned, best practices, and share with management for use in knowledge sharing and planning future strategies
- Participate in conducting needs assessments; project baseline and end-line studies, operations research, project assessments and evaluations, and other studies in support of the implementation of UNFPA interventions across the humanitarian and development nexus
- In collaboration with Government counterparts, CSOs and other partners, provides substantive leadership and inputs into the design and formulation of the Country Programme in line with Government priorities and according to UNFPA programme policies and procedures
Policy Dialogue
- Represent UNFPA on technical substantive issues at national and subnational levels, ensuring integration of gender, human rights and SRHR global and international perspectives in Mozambique
- Identify requirements for new or updated policies, positioning, frameworks, guidance, standards, instruments and tools, in addressing global standards
- Address policy issues and provides substantive inputs to facilitate policy dialogue and the central positioning of gender and GBV within policies, strategies, and action plans at the national and subnational levels, in UN system initiatives, and development partners frameworks, and coordination mechanisms in line with the new aid environment
- Ensure the analysis and synthesis of substantive trends, emerging needs and research findings in the country in order to produce new, cutting edge technical knowledge to inform the design of the new Country Programme Document of UNFPA Mozambique starting in 2022. Assist in the knowledge management of project related issues, as well as providing support to the visibility efforts for the Spotlight Initiative
- Ensure high quality, collaborative leadership across the UN system, and donor community, that drives faster progress towards the Sustainable Development Goals, especially by overcoming silos around gender and data development work, and a genuinely integrated UN platform at the country level
Quality Control of Technical Support and Capacity Development
- Ensure the implementation and compliance to UNFPA policies, strategies, guidelines and tools during programme and project implementation, ensuring consistency and coherence in addressing UNFPA priorities
- Develop capacity of implementing partners to execute the programme according to the rules and regulations of the UN, in particular the Prevention of Sexual Abuse and Exploitation, and other GBV related norms. Ensure observance of quality standards in service provision and data management, through regular monitoring of beneficiary satisfaction
- Ensure the control of quality for UNFPA programmatic and financial deliveries of the programme, including proper use of funds, inventory/assets management, implementation of audit recommendations by Implementing partners, and programmatic achievement of results agreed in the project document and M&E framework
- Participates actively in the project coordination platforms and appropriate UN coordination mechanisms (e.g. Joint UN Teams) and supports and contributes to all joint programmes/activities among the UN agencies
- Contribute to national and provincial capacity development activities, including the development of training materials, manuals and tools and promote their use for capacity development
- Initiate, develop, strengthen, and monitor substantive and intellectual partnerships in demographics, including for South-South technical cooperation in the region
Advocacy and Resource Mobilization:
- Support advocacy and resource mobilization efforts of the Country Office by analyzing the relevant data to substantiate the Country Programme and by providing recommendations to institutional responses and advocacy strategies, taking into account political and social context
- Contribute to advocacy and technical efforts to MCGAS and National Statistics Office for systematic generation and dissemination of GBV and early marriage data, including for integration for GBV and HPs in main population-based surveys. Assist to design and launch a multi-sectoral platform to share key research, data and information related to SGBV/HPs and links to SRHR to ensure improved access to information for all key national and international stakeholders
- Contribute to the resource mobilization efforts by analyzing information on potential donors, preparing substantive briefs and proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded initiatives
- Identify opportunities for cost-sharing, leveraging and collaboration with civil society, government and other partners as well as through joint UN programmes
- Engage for strong technical and programme multi-sectoral partnerships for advocacy for ICPD agenda and the attainment of SDG targets and indicators at the national level through national institutions, networks, alliances and coalitions
- Other: When appropriate, undertake other managerial and/or programme implementation duties assigned by the Assistant Representative, Deputy Representative and/or Representative
Requisites
- Master’s degree in public health, demography, gender, social sciences, or other related disciplines
- 2 years of increasingly responsible professional experience in the substantive area, preferably in SRHR and gender in public, NGO and/or international institutions
- Knowledge and understanding of project management, planning, reporting and monitoring, and coordination especially in the UN
- Good knowledge of the programme development mechanism of the United Nations country programmes and familiarity with UNFPA programmes and policies
- Excellent oral and written communication in English and Portuguese
- Proficiency in the latest office software applications, including management of information system(s)
- IT Ability to familiarize with ERP (Atlas), SPSS, PeopleSoft, SAP, or other web-based integrated system
