WFP is recruiting a Programme Assistant (Relief, Recovery & Resilience Activities) - SC G/5, to be based in Maputo, Mozambique.
Description
  • Under the Strategic Outcome 2 (“Shock-affected people in Mozambique are able to meet their basic food and nutrition needs during and immediately after a crisis”), of its Country Strategic Plan (CSP), WFP addresses shock-related food security and nutrition needs when they exceed the Government’s institutional and financial response capacities
  • Under the Strategic Outcome 2, the Activity 3 “Provide cash and/or food transfers to vulnerable households affected by crisis” includes assistance for relief in response to shocks such as droughts or floods (slow or rapid onset, respectively) or any other kind of shocks, natural or man-made. It also includes early recovery resilience building activities as well as support to refugees in the country
Duties
  • Under the direct supervision of the Activity 3 Manager and the overall coordination of the Head of Programme, the Programme Assistant will support the implementation of all interventions implemented under the Activity 3 of the CSP. The incumbent, in close collaboration with the Emergency Response and Resilience focal points, will perform the following tasks:
  • Support the revision of the partners proposals and Field Level Agreements (FLAs) and ensure that FLA packages are duly completed and ready to be reviewed by the Cooperating Partner Committee (CPC)
  • Support the preparation and consolidation of operational planning and Distribution Delivery Plans (DDP) in coordination with all required units including Sub Offices (SOs) and Logistics
  • Support the organization of the Seasonal Livelihood Programming Workshops in coordination with SOs and relevant CO Units
  • Support the implementation and use of the Feedback and Complain Mechanisms (FCM)
  • Ensure regular communication with SOs and maintain records of all correspondences between Country Office (CO), Sub Offices (SOs), and Cooperating Partners (CPs), including but not limited to FLAs, advance requests, monthly reports, claims and payments
  • Follow up with partners for submission of monthly output and financial reports
  • Review of CPs’ monthly reports including financial reports to ensure that CPs’ expenditures are eligible and in line with FLAs’ budgets
  • Support, in collaboration with the Monitoring and Evaluation (M&E) Unit and the SOs, the consolidation of outputs monitoring reports, including but not limited to number beneficiaries reached with gender/age breakdown, amounts transferred (food quantities and Cash Based Transfers (CBT) values), assets created
  • Participate in joint activity monitoring visits with SOs to ensure that implementation plans are followed, the technical supervision is provided and NFIs are available as agreed in the FLAs
  • Support the preparation of monthly reports on overall Activity 3 interventions
  • Assist in representing WFP in relevant coordination platforms and maintain a strong professional relationship with relevant government institutions and/or partners
  • Perform other related duties as required
Requisites
  • At least At least five years of progressively responsible experience in humanitarian Interventions, the areas of rural development, social protection and agriculture, of which three years was closely related to Emergency operations
  • BA in Accounting and Audit; or technical/secondary education, preferably supplemented by technical training/diploma in an accounting related field
  • Fluency in Portuguese language is essential
  • Good working knowledge of English (oral and written) is desirable
  • Sound experience in project management in food assistance, especially in relation to emergency and recovery activities
  • Ability to communicate clearly both orally and in writing
  • Ability to work in a team, and establish effective working relation with person of different national and cultural backgrounds
  • In-depth knowledge of spreadsheet software, such as Excel is required
  • Experience in M&E systems, data analysis, preferably relevant to specific area of Emergency recovery activities
  • Demonstrated capacity/hands-on experience in capacity building of field staff is desirable
