Programme Officer

WFP - World Food Programme

The United Nations World Food Programme (WFP) in Mozambique wishes to recruit qualified and experienced Mozambican nationals for the role of Programme Officer, to be based in Pemba.

Duties

Under the direct supervision of the Head of the Sub-Office, and overall supervision of the Deputy Country Director, the incumbent will perform the following duties:

  • Support the Head of Sub Office in managing the stunting prevention programme implementation in Cabo Delgado province
  • Assist with the coordination of WFP stunting prevention programming at district level with government, other UN agencies and NGOs, as required
  • Coordinate the implementation of workplans and supervise the achievement of deliverables of the Programme Assistants whose duty stations are in the districts
  • Ensure proper training of the Programme Assistants about their objectives, expected results, deliverables, methodologies, and reporting system
  • Provide technical assistance and training to WFP staff, its NGO and government counterparts at district level as required
  • Liaise with the M&E Officer and help to ensure that assessment, monitoring and reporting on the stunting prevention programme is correctly undertaken at district level
  • Contribute to planning and reporting of nutritious supplements distributions within the programme supported by WFP
  • Interpret the results based on data from the WFP supported complementary feeding programme and contribute, whenever needed, to programmatic corrections in liaison with the M&E Officer
  • Establish partnerships and coordinate nutrition programming with district level stakeholders aligned with provincial coordination realized by the Head of the Sub-Office
  • Build the technical capacity of WFP staff and its partners in implementing nutrition assessments and surveys
  • Supervise provincial and local staff and perform other related duties as required
Requisites
Education
  • Masters degree in Agriculture, Economics, Food Security, Environment, Public Health, Community Development, Social Sciences or related fields with a strong knowledge of food security and nutrition issues and demonstrated experience in the practice of programme management and research
Experience
  • At least 5 years of relevant experience at the national and/or international level (NGOs, international organizations, bilateral development agencies, Research Institutions, etc.) in programme management & monitoring and reporting
  • Excellent understanding of the development challenges of Mozambique
  • Knowledge results-based management principles
  • Proven advocacy, analytical, communication and writing skills
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of database packages are required
  • Working experience in web based ERP financial systems (i.e. SAP, PeopleSoft, Oracle, etc) would be an added value
  • Knowledge of IPSAS is desirable
  • Excellent communications skills, including good drafting ability in both English and Portuguese
Technical Skills & Knowledge
  • Strong knowledge of Nutrition and/or Public Health
  • Advanced computers skills at least intermediate skills in windows based word processing, spread sheet and nutrition/public health software (i.e. EPI Info)

  • Resourcefulness, initiative, maturity, tact, advocacy skills
  • Excellent analytical, conceptual, communication and public speaking skills
  • Understanding of political dynamics, foreign policy decision making procedures
  • Ability to establish and maintain good working relations with people of different national and cultural backgrounds
Language
  • Full command of English and Portuguese is required
  • Working knowledge of Macua or Maconde is required
