World Food Programme is recruiting a Programme Policy Officer (School Feeding Field Coordinator) (m/f), to be based in Maputo, Mozambique.
Duties
- To provide support to policy and programme activities that effectively meet food assistance needs
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained
- Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries
- Other as required
- Serve as Alternate Activity Manager during absences of the Activity 4 Manager
- Engage at technical level with key stakeholders:
- MINEDH (DNUSE)
- Provincial and district government offices (DPEDH, STJDE)
- Provide support to field-based staff responsible for the implementation of School Meals activities:
- Backstop and resolution of issues identified by field-based School Meals staff
- Provide advice to School Meals field monitors
- Design and lead training events on School Meals for WFP staff and external partners
- Plan and organize field missions
- Provide support for partnership engagement:
- WFP/SF inputs for key documents
- Letters to different ministries
- Policy advisory
- Document lessons learnt from the PRONAE National School Feeding initiative
- Any other tasks as needed ("school feeding" OR "project manager" OR "project management" OR "programme manager" OR "programme management" OR "gender" OR "gender programmes" OR "cash based transfer programmes" OR "nutrition" OR "health" OR "policy" OR "policy engagement" OR "strategic policy engagement")
Requisites
- Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses
- Fluency (level C) in English and Portuguese
- Has gained experience in implementing School Feeding programmes
- Has implemented programmes and provided input into designing operations related to School Feeding
- Has implemented gender sensitive programmes and gender-targeted activities
- Has worked with Cash Based Transfer programmes
