Tetra Tech is recruiting a Project Accounting Manager – USAID’s WASH-FIN Project (m/f), to be based in Maputo, Mozambique.
Description
  • Tetra Tech International Development Services (http://www.tetratech.com/intdev), headquartered in Arlington, Virginia, is currently accepting expressions of interest from qualified Project Accounting Manager candidates for the United States Agency for International Development-funded Water, Sanitation and Hygiene Finance (WASH-FIN) program
  • The accountant will be responsible for processing all types of financial transactions including data entry, payments & banking, using the accounting package and assisting the Country Team Leader in all areas of financial accounting and financial control. This role is based in Maputo, Mozambique
Duties
  • Responsible for sound accounting and financial control systems for the WASH-FIN activity
  • Ensure that adequate and appropriate internal controls are in place to meet Tetra Tech ARD accounting standards
  • Ensure travel expense reports are properly completed and all outstanding travel advances are reconciled within prescribed deadlines
  • Reconcile and review all receivable and payable accounts on a quarterly basis (e.g. mobile money accounts, advances and withholding accounts)
  • Assist in the processing of payments to Suppliers/Subcontractors/Grantees and vendors for goods and services while maintaining confidentiality
  • Review and ensure that payroll withholding, local consultant invoice withholding, building lease withholding and any other tax withholding as required by local law is properly followed and implemented, as well as timely remittance of withheld tax to appropriate government institutions
  • Review subcontract invoices for accuracy and completeness. Collaborate with technical team to confirm that deliverables have been accepted prior to issuing payment
  • Ensure bank reconciliations for all funds in foreign and local currencies are completed monthly
  • Maintain and update accounting and financial control systems in accordance with U.S government regulations (expenses are reasonable, allowable and allocable)
  • Manage the preparation and submission of the monthly expenditure reports, ensuing that they are accurate, complete and submitted to Tetra Tech ARD HO as per the reporting calendar
  • Ensure that transactions are appropriately recorded in QuickBooks and ensure Tetra Tech ARD accounting and procurement standards, procedures and policies are followed and implemented
  • Perform other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the Country Team Leader
Requisites
  • University degree in Accounting, Finance or similar field (relevant experience and another university degree may substitute for the degrees mentioned)
  • Minimum of 5 years’ experience in an equivalent position
  • Experience with QuickBooks is required
  • Experience working in a similar position for an NGO or an international organization is required
  • Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours
  • Must be computer literate (in Microsoft Office applications such as Excel, Word, PowerPoint, etc.). Advanced knowledge of QuickBooks is required
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues
  • Ability to work individually and as part of a team. Must also be able to create a supportive working relationship among all project teams
  • Fluency in written and spoken English is required
