Project Management Specialist

US Embassy is recruiting a Project Management Specialist, to be based in Maputo.

Duties
  • The incumbent will be responsible for carrying out a range of responsibilities for planning, designing, managing, and overseeing DRG activities. He/she will be responsible for overseeing the implementation of selected portions of the DRG portfolio in USAID/Mozambique, with Contracting/Agreement Officer’s Representative (COR/AOR) responsibilities for DRG projects. The incumbent will manage, monitor and evaluate DRG activities from technical, administrative and financial perspectives to ensure results are achieved in a timely manner
  • In addition, the Specialist will collaborate closely with high-level government, civil society, private sector, donor and other stakeholders. The Specialist will also play an important advisory role on DRG issues and activities to U.S. Embassy and USAID leadership, as well the DRG team and other offices in the Mission
Requisites
  • Completion of University Degree, or the local equivalent, in social science, political science, public administration, international development affairs, social anthropology, or in an equivalent job-related area is required
  • A minimum of five years of progressively responsible, professional-level experience relevant to the DRG field. Experience must include project design, project planning, implementation, and/or performance monitoring and evaluation
  • At least two years of experience in development or related work for U.S. Government, other donor agencies, host-country government organizations, civil society organizations, or private-sector institutions is required
  • Level IV (fluent) English language proficiency, speaking and writing, as well as written and spoken Portuguese fluency, are required.
    In-depth professional-level knowledge of development principles, concepts, and practices, especially as they relate to the position and DRG concepts in Mozambique and the region
  • Knowledge and understanding of the economic, political, social, and cultural characteristics and development challenges and priorities in Mozambique and the region
  • Knowledge and understanding of the organization and respective roles of the different branches in the Government of the Republic of Mozambique (GRM) in order to enhance effective communication and to develop consensus on program/project strategy and implementation plans
  • In-depth knowledge of GRM institutions, policy directions, objectives, and priorities pertaining to USAID activities in the sector. In-depth knowledge of effective program design, implementation, learning, performance monitoring and evaluation
  • Ability to effectively, independently and proactively plan, organize, manage, and evaluate program activities in a collaborative, transparent manner is required
  • Communication, interpersonal and diplomacy skills are required to establish and develop sustainable working relations and a high level of trust with USAID and other USG colleague including senior management, senior- and middle-level GRM officials and with public and private organizations, including USAID’s primary technical contacts in the DRG sector
  • Superior communication skills also are required to convey host-country priorities, concerns, trends, etc. to U.S. Embassy and USAID officials and to collaborate with appropriate host-country organizations, technical advisors, implementing partners, counterparts, and peers. Portuguese and English writing skills are required to prepare regular and ad hoc reports, project documentation, and briefing papers
  • Analytical ability to interpret and propose possible revisions to public policies, to develop and monitor activity and budget performance, and to design new activities
  • Skill in project design and programming, policy analysis, and strategic planning is required. Ability to work effectively in a team environment and to achieve consensus on policy, project, and administrative matters
  • Good computer skills, including Word, Excel, and database software, particularly in MS Office Suites, are required to manage activity goals and achievements, both technical and financial
  • Although the position is based in Maputo, the incumbent will be required to travel occasionally, both in-country and internationally
