USAID is recruiting a Project Management Specialist - Environment, to be based in Maputo.
Duties
- The incumbent will serve as USAID/Mozambique’s strategic, policy and technical advisor for biodiversity conservation and climate change activities. The incumbent will provide strategic, policy and technical leadership and advice in environmental areas, particularly those related to biodiversity conservation and climate change. He/she will contribute to strategy development, program design, development of policy position papers, and will represent USAID in select donor fora and program steering committees
- The incumbent will track issues that impact on achievement of the Agriculture, Environment and Business objectives, as related to biodiversity conservation and global climate change, will develop papers outlining issues and alternative solutions to present to senior government and donor officials, will develop, design, and modify the multi-sectoral elements of programs, working in close collaboration with Government of Mozambique (GoM), other international and regional organizations, donors, NGOs, and private sector partners. He/she will assess the impact of assigned programs, and will identify and develop appropriate new or modified programs/projects/activities under the program. He/she will supervise the preparation of program and project documents, will supervise and evaluate performance of a multitude of short and long-term technical assistance teams, will negotiate with primary GoM partners, and will recommend approvals and decisions
Requisites
- Mozambican Nationality
- Minimum of Master’s Degree (MSc) in environmental management/science, natural resource management, biodiversity conservation, botany, forestry, rural development, or closely related field
- Minimum of eight years of progressively responsible professional-level experience in an area(s) related to strategy and policy development, and program design and management, especially in conservation, community-based natural resource management, climate change related fields and natural resource management, which includes supervisory and coordination experiences
- Level IV (fluent) in English and Portuguese (writing, comprehension, speaking)
- Knowledge of other donors programs in biodiversity conservation, climate change and rural development, enterprise and market/trade development, and natural resource management
- Knowledge of the Mozambique’s economic, political, social, and cultural characteristics, the history of development assistance to Mozambique, government’s environmental regulatory policy and regulations and major trends in national conservation and climate change sector development
- Basic knowledge of gender mainstreaming and of the impact of HIV/AIDS and environmental degradation on development
- Demonstrated ability to establish and maintain positive relations with senior Government of Mozambique central, provincial, and district officials from a range of agencies, and with USAID, donors, private sector, and NGOs involved in similar development activities in order to obtain required information to conduct high quality analysis of complex issues
- Strong written and oral communications/presentations skills in English required as well as strong ability to negotiate related to project design and implementation responsibilities
- Incumbent must be self-starter with excellent organizational skills and demonstrated ability to work with minimal supervision
