Project Management Specialist – Logistics

USAID is recruiting a Project Management Specialist - Logistics, to be based in Maputo.

Duties
  • The incumbent will be responsible for planning, designing, managing, and overseeing the United States President’s Emergency Response for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and other health activities specifically related to commodity management and logistics
  • He/she will manage projects related to commodity procurement and technical assistance for strengthening the supply chain management of medicines and medical supplies within the Mozambican Ministry of Health (MISAU)
  • The incumbent will support the Senior Pharmaceutical Logistics Advisor in the monitoring and evaluation of existing program activities and commodity partners; strategic planning and development of new activities and implementation as required
  • The incumbent will serve as a technical resource in commodity management and logistics for all areas of health across the United States Government (USG) health portfolio, including HIV and AIDS, maternal and child health, reproductive health, malaria and tuberculosis) programs
  • The incumbent will participate with other USG agencies, donors and MISAU professionals in strategizing on best practices for improving commodity security through the Inter-Agency Technical Working Groups (TWGs), working across USAID’s Integrated Health Office, and through participation in MISAU TWGs in collaboration with the Central de Medicamentos e Artigos Médicos (CMAM)
  • The incumbent will provide management support to provinces, districts and health facilities through site visits and coordination with treatment partner logistics and provincial advisors in collaboration with Provincial Authorities and CMAM
Requisites
  • Mozambican Nationality. Completion of a university degree, in pharmaceutical management, supply chain, logistics, business, operations, project management, and/or industrial engineering
  • Five to seven years of progressively responsible, professional-level experience in pharmaceutical or supply chain management, or positions that demonstrate competency to successfully fulfill duties and responsibilities
  • Experience must have provided the opportunity for project design, program planning, and management
  • At least two years of experience in development-related work that included project design, performance monitoring, and/or the analysis and interpretation of large amounts of data. Fluency in English and Portuguese speaking, reading and writing language skills
  • Knowledge of public and private sector commodity procurement and logistics systems in Mozambique
  • Knowledge and experience in managing and/or planning commodity needs for vertical health, such as HIV/AIDS, malaria, and TB,(or comparable programs that demonstrate competency), as well as best practices for improving commodity security, including forecasting, planning, and coordination
  • Knowledge and understanding of: (a) the economic, political, social, and cultural characteristics of Mozambique; and (b) the economic development problems, resources, and resource constraints, and development prospects and priorities of Mozambique and the region
  • Knowledge of the organization and respective roles of the different branches of the Government of the Republic of Mozambique (GRM), in order to enhance effective communication, and to develop consensus on program/project strategy and implementation plans. Knowledge of GRM institutions, policy directions, objectives, and priorities
  • Strong skills in commodity and logistics management or equivalent field that demonstrate competency to successfully fulfill the duties and responsibility of the position
  • The ability to plan, organize, manage, and evaluate program activities
  • Verbal communication, tact, and diplomacy skills to establish and develop sustainable working relationships and a high level of trust with senior- and middle-level GRM officials, and with public and private organizations, such as USAID\'s primary technical contacts in the development area
  • Verbal communication skills to explain and interpret Host Country attitudes, priorities, and concerns to USAID officials, and to negotiate project plans and resolve project implementation issues with appropriate Host Country organizations, technical advisors, Implementing Partners, counterparts, and peers
  • Writing skills to prepare regular and ad hoc reports, project documentation, and briefing papers
  • Analytical ability to interpret public policies, and to assist in the development of revised policies, and, to develop and monitor the performance of budgets, and the development of periodic work plans. Skills in project programming, policies, and plans, and in developing strategies for implementation
  • Ability to work effectively in a team environment, and to achieve consensus on policy, project, and administrative matters
  • Computer skills to manage activity goals and achievements, both technical and financial
