CISM is recruiting a Project Manager, to be based in Manhica/Maputo, Mozambique.
Duties
- Initiation:
- With principal investigator, will analyze the project’s need or requirements
- Reviewing the current operations and resources
- Analyzing stakeholder and facilitating their approach
- Exploring new funding/collaboration opportunities
- Collaborating with advocacy and communication departments
Planning
- Developing or supporting development of project description and budget
- Developing or supporting development of project governance structures
- Developing or supporting development of contractual agreements
- Developing or supporting development of a project team
- Ensuring the milestones and timelines are defined and approved
- Processing necessary approvals by the applicable internal and/or external committees (e.g. Ethics Committees, Scientific Boards, etc)
- Ensuring the timely and formal project application with full and accurate information as determined by the call’s requirements
- Execution & Monitoring:
- Ensuring that project activities are implemented according to project objectives, timelines and resources
- Monitoring the project progress and ensure timely decision making
- Monitoring the adherence to the applicable SOPs and guidelines, legal frameworks, written procedures and agreements with the funders/sponsor
- Ensuring a proper filing (hard copies or electronic documentation) of all project related documents
- Team and Line Management:
- Organizing team meetings and training, if applicable
- Recruitment, training and support of project staff (as applicable)
- Delegating specific tasks and responsibilities to the project staff
- Liaising with external subcontracted services (if applicable), develop relevant agreements/contracts for the services to be provided, as well as ensuring management of these contractors according to the project requirements
- Carrying out a performance evaluation of project team members, if applicable, and sharing the results with the Principal Investigator as well as the Human Resources department
- Communications, Partnerships and Reporting:
- Reporting on project to funding bodies and the Principal Investigator
- Ensuring timely reporting and appropriate dissemination internally and to stakeholders and project partners
- Serving as focal point for internal and external communication, maintaining contacts with funders, stakeholders, providers, etc
- Organizing and documenting regular project meetings (teleconferences and face-to-face), including developing agenda, minutes and action items
- Coordinating with advocacy department and ensure advocacy at technical level
- Coordinating with communication department and ensure communication and dissemination at technical level
- Participating in publications and oral presentations
- Driving internal synergies with other projects within the institution
Budget Accountability and Invoicing
- Overseeing budget management and procurement
- Overseeing/assessing the Principal Investigator on spending such that resources are available for project activities
- Identifying critical issues and budget needs
- Assuring appropriate and timely allocation of resources necessary to achieve objectives
- Developing or supporting development of financial reports, with special attention on financial justification of activities done
- Closing & Evaluation:
- Promoting the timely finalization of all activities across all of the process groups to formally close the project or a project phase
- Closing each contract applicable to the project or project phase
- Ensuring the financial closing of the project budget and account, if applicable
- Enabling the formal acceptance of the project by presenting timely and accurate final reports and agreed deliverables
- Ensuring the administrative closing by archiving of the files
- Documenting lessons learned and assessing the staff performance
- Collaborating with the dissemination of results and outcomes
Requisites
- University degree (equal to 4 years of college) or equivalent
- Proven experience in project management in areas of biomedical research or health
- Excellent command of English is required. Portuguese skills will be advantage
- Excellent computer skills: MS Word, Excel, PowerPoint, e-mail management software, Web content management tools
- Experience in project and team management and in the biomedical research or health related
- Experience in international working context is required
- Strong organizational skills for multi-tasking daily work, used to work in a goal-oriented approach, and strong attention to detail
- Team player with the ability to work independently without supervision
- Critical thinking and problem solving skills, able to anticipate and to redefine strategies if necessary
- Good people management skills and strong communicator with the ability to set clear performance oriented objectives
- Ability to lead and to encourage a team
- Strong interpersonal skills
- Objective and diplomatic approach towards internal and external collaborators, with the ability to negotiate and set fair agreements
