Our portfolio currently includes a range of technical assistance in health financing and HRH, policy and planning with MISAU, research and evaluation for health systems. Our donors include USAID, CDC, DFID, WHO and sub-awards for a variety of contracts
- In Mozambique ThinkWell has a growing portfolio in health system strengthening, including a range of technical assistance in health financing, policy and planning, PFM, HRH management and PBI, operational research and evaluation for health systems, health policy and system research. We are a trusted partner to the MoH and we are working with various donors, including CDC, USAID, DFID, WHO
- We are looking for a Project Manager to support our Human Resources for Health (HRH) project “A comprehensive approach to improve performance of Human Resources for Health in Mozambique”. The project will use a whole-of-system approach to support MISAU to improve health workers performance by (i) testing new approaches and models for health worker allocation, (ii) contributing to the design of a strategy to improve performance through incentives that are appropriate for the context and objectives, and (iii) prototyping models that have the potential to boost health workers’ performance and motivation and that are fit for national scale-up
- The Program Manager will oversee all technical areas of design, implementation and monitoring of the current project, direct the design and proposal writing for new areas of work. S/he will represent ThinkWell at the Ministry of Health and maintain solid donor relations in collaboration with the Country Director
- The ideal candidate should be a dedicated and high performing health professional who is keen to provide technical leadership to a cutting-edge portfolio
Duties
Technical Leadership
- Provide technical leadership and overall management to the project
- Line manage the project staff including performance and accountability for high quality results
- Provide direct technical expertise in selected areas of the program portfolio such as M&E, research, and evaluation
- Provide support and advice to the Ministry of Health and development partners regarding current utilization and management of HRH, as well as on the development of HRH policies integrated within on-going health system policies, practices and resources
- Liaise with health partners and participate in existing working groups (HRH WG, others) representing the organization
- Provide inputs in drafting of research protocols on HRH to ensure quality data-generation and rigorous analysis
- Ensure timely delivery of quality products through adoption of and compliance with ThinkWell’s quality standards
Representation and new business
- Represent ThinkWell with all key stakeholders including Ministry of Health, donors, and other non-state actors, on all technical aspects of the project
- Maintain outstanding levels of client satisfaction and accountability for all deliverables
- Lead, or participate in, new business through engagement with Ministry counterparts, partners and other relevant agencies in the design and development of proposals
- Provide written input into technical documents, project status reports, and blogs and articles for publication and dissemination on ThinkWell’s website, external sites, and at conferences
- Maintain communications with other ThinkWell project managers in various global locations, for the purposes of technical exchange, knowledge management and dissemination, cross-fertilization, etc., as required
- Other relevant projects and tasks, as needed
Requisites
- Master’s degree in Public Health and strong experience working in HRH with minimum 10 years of full-time work experience; alternatively, 15 years of full-time work experience and relevant publications are accepted
- At least 7 years of relevant experience in health systems, HRH and related work in Mozambique
- Experience working on Performance Based incentive mechanisms
- Extensive experience working with ministries of health, as well as with donors and implementers
- Proven track record in technical project management and people management
- Fluent command of Portuguese and working proficiency in English
- Willingness to travel to provinces and within the region
