  • In October 2018, the Oxfam International Executive Board (EB) approved overall proposals for the Oxfam country map review and future business/presence models at country and regional level. For Southern Africa, the EB approved the ‘Programme Hubs’ Model’ subject to further detailed feasibility analyses to test the models proposed for. The Model comprises one regional unit with program hubs in the existing SAF countries, and with Oxfam South Africa (OZA – the Affiliate) housing a hub for issues such as BRICS, SADC influencing, (i.e. regional interface with global and supranational issues, etc.)
  • The model proposes a shift from countries as self-managed programming units with all resources in house, supported by full time employees, to a model that looks at the region as a program space with country results linked very strongly to the regional agenda and building new models of partnerships to deliver quality work with a leaner structure of Oxfam staff
  • The SAF Regional Governance Group (RGG), through the constituted Task Team for this exercise is seeking the services of a consultancy to carry out the detailed feasibility study and a Project Manager to implement the plans
Duties
  • Provide support to the Regional Director (RD) and the RGG in implementing agreed actions for the next phase of the exercise. The role ensures effective communication at various stages of the exercise with key stakeholders. This needs to be done in a "total systems" way that supports the development of an increasingly effective one Oxfam network across multiple governance levels, teams, countries, affiliates and functional groupings
Requisites
  • The prospective consultant(s) should have an appropriate balance of management and technical skills, knowledge of the Southern African context and experience in conducting this type of Study
  • The consultant(s) must have good communication and strong interpersonal skills. If it is a firm providing the service, Oxfam would expect a gender balance in the team
  • Masters’ degree in relevant field
  • NGO experience
  • Experience in organizational development and change strategies
  • Fluent spoken and written English and fluent in Portuguese
