WSUP is recruiting a Project Officer (m/f), to be based in Maputo, Mozambique.
Description

WSUP is seeking a motivated junior engineer to act as Project Officer working effectively with the Sanitation Lead to engage with project stakeholders and support project implementation
- The ideal candidate will have experience and passion for urban water and sanitation. The candidate will be highly flexible and adaptable, able to manage technical implementation of projects and will demonstrate passion and empathy with WSUP’s aims and values
- The Project Officer will support the Sanitation Lead in project implementation aiming at increasing access to improved sanitation in peri-urban areas in Maputo and Beira
- The Project Officer will play a key role by working effectively with the sanitation lead to maintain professional relationships with project stakeholders and liaise between project stakeholders and beneficiaries to ensure successful project delivery
- The post holder will work under the supervision of the Sanitation Lead, based in Maputo
- The post holder will be directly responsible for implementation and monitoring programme delivery, working with the WSUP Mozambican team towards the improvement of WASH conditions, especially for the low-income communities
- She/He will ensure that programme activities are delivered on time to the highest quality standards and value for money
- The Project Officer ensures all aspects of the project are implemented effectively, professionally, and in accordance with the culture and practices of the local population, WSUP and donor requirements

- Reports to: Sanitation Lead
Duties
Support Project Implementation
- Supervise and monitor activities to ensure consistent quality during construction and to ensure sustainability during operation phases. These monitoring activities will be related to the implementation of school sanitation blocks, shared sanitation facilities in the low-income communities and other type of infrastructure
- Perform preliminary design works for shared sanitation facilities and school sanitation blocks, including sizing of septic tanks, preparation of construction drawings and bill of quantities
- Based on agreed project activities, prepare implementation and target plans jointly with the designated stakeholders on a monthly basis and submit the same to the Sanitation Lead on a monthly basis
- Represent WSUP in field activities, maintaining relationships with relevant service providers, stakeholders and communities and sustain positive interaction and productive synergy on day-to-day basis of project implementation
- Work closely with stakeholders, supporting the Sanitation Lead to identify capacity needs of service providers, institutions and other management structures involved in service delivery and support the delivery of capacity development to address the gaps. This may include trainings related to sustainable operation and maintenance, and other type of capacity building activities
- Support the Sanitation Lead and other key WSUP functions to ensure that the assigned project(s) is adequately resourced and delivered
- Ensure that all visits to the assigned project(s) are coordinated efficiently and conducted in the best interests of the project(s) and country programme
- Support the coordination and monitor community liaison activities, related to sanitation and hygiene promotion, in coordination with WSUP’s Community Development Specialist (CDS)
- Assist in tender development and tender assessment as designated by the Sanitation Lead
- Attend site and other projects related meetings and visits
- Manage field level staff hired directly by WSUP
- Work with partner organizations and local stakeholders to obtain relevant data and information for monitoring and evaluation, as advised by the Impact Manager
- Monitor compliance with local Health & Safety and Environmental standards and with WSUP’s standard operating policies and procedures
- Strict adherence to WSUP’s ethics policy and pro-actively encourage transparency and openness in all activities
Reporting and Mapping
- Preparation and timely submission of reports (progress of construction works, field activity reports, minutes of meetings, etc.)
- Spatial data collection regarding WSUP´s interventions in Maputo and Beira
- Geoprocessing of spatial data, creation and management of a database and production of maps illustrating WSUP´s interventions and coverage, for donor reports
Other duties
- Assist in conducting technical training to beneficiary organizations and communities as directed by the Sanitation Lead
- Support the Sanitation Lead in the preparation and timely submission of case studies
- Undertake any other duties as commensurate with the role and agreed with the Sanitation Lead
Requisites
- Evidence that applicants meet the essential criteria will be assessed by the following methods: Application (A), Interview (I), and Test (T) as indicated below
- Minimum – BSc(Hons) Degree in Civil Engineering or another relevant field (A)
- Experience with supervision of construction works (A/I)
Experience in the design of water and/or sanitation infrastructure (A/I)
- Experience with mapping and processing geospatial information(A/I)
Experience working with low-income communities (A/I)
- Demonstrated understanding of water and sanitation infrastructure design principle (I)
- Demonstrated understanding of civil construction methods (I)
- Demonstrated understanding of the urban WASH sector (I)
- A team player, driven by own initiative, good communicator and have ability to work under minimum supervision(A/I)
- Collaborative approach to partnership working in a cross-cultural context. (A/I)
- Strong skills in the use of the MS Office suite, including Excel, Word and PowerPoint. (A/I/T)
- Proficient in the use of technical mapping and design software, such as ArcGIS, AutoCAD, ArchiCAD. (A/I/T)
- Ability to transfer knowledge e.g. via training and capacity building. (A/I)
