Oxfam is recruiting a Project Officer (m/f), to be based in Quelimane, Mozambique.
Description
  • Oxfam is a global movement of people working together to end the injustice of poverty. For our Office in Quelimane, we are looking for a Project Officer
Duties
  • The role is responsible for the coordination, monitoring and support of partners in the project implementation and building capacity of partners, taking out the lessons learned and designing (ideas for new project)
Program Implementation and Program Development
  • Gathers (with partners) ideas on how to improve capacity of the partners and beneficiaries
  • Develops concept notes/project proposals that can be for fundraising
  • Monitors for the assigned partners that the program is implemented conform project plan and donor contract and within the mentioned timelines. Reports about any deviations to the line manager and proposes solutions to improve
  • Writes reports and ensures that partner reporting adheres to Oxfam requirements and donor requirements
  • Implements systems and procedures for better management of partner organizations, especially for monitoring and reporting
  • Closely work with the grant receiving NGO partners to mutually agree on detailed operational plans, budgets, indicators as well as monitoring, evaluation and learning framework in line with OCS plans and theory of change through results -based management
  • Identifies and implements influencing activities with local partners at local, national and international, level by linking with relevant expertise across the confederation
  • Undertakes regular and mutually agreed review/monitoring visits to NGO partners and provide guidance on enhancing the quality of programs
  • Ensures the linkages between Program’s: Governance, livelihoods, education and humanitarian work of Oxfam and that women’s right’s is at the core
  • Ensures that partner organizations work in accordance with Oxfam standards and objectives and in accordance with the donor requirements and guidelines
  • Develops and implements an effective program that engages citizens and CS esp. Women as agents of change of influence
  • Ensures that other program thematic areas integrate issues Gender (with specific focus on women); Sexual Rights and Reproductive Health Rights (SRHR) – HIV and AIDS included; Youth
Capacity Building & Development of Partners
  • Develops a capacity building plan to increase influencing skills of partner in cooperation with influencing/research officer
  • In cooperation with MEAL officer build a capacity building plan of MEAL skills of partners
  • In cooperation with gender officer build a capacity of partners on how to increase gender equality
  • Empowers partners to be self-sufficient and in cooperation with Funding Coordinator build capacity of partners in how to raise funds and develop proposals
  • Develops a capacity building plan on other specialist area if applicable (climate change, Extractives, WASH, Food security, etc.)
  • Undertakes training, coaching and general assistance to partner organizations to develop their specialist expertise
  • Supports partner in linking local problems to national and/or global level
  • Supports NGOs partners in program/project development through technical advice on participatory community engagement, district level consultation and project design
  • Carries out regular performance assessments and reviews of partner organizations, to ensure that the capacity building program is delivering agreed results, making necessary adjustments as circumstances change and report risks and challenges to the line manager
  • Ensures that all action points/recommendations agreed upon with partners during program reviews are followed through during program implementation
  • Support PMs on development and management of MoUs with the Partners
Implement the MEAL System
  • Coordinates with internal advisors and staff for required input into supporting partner program development
  • Works with MEAL officer and program manager/ coordinator to ensure that the MEAL framework is effectively adopted by the partners and that monitoring data is well managed and readily available for program quality control
Requisites
  • University degree in a relevant field
  • A minimum of 3 years of practical experience in the thematic area in international development
  • Fluency in English and Portuguese in writing and verbal
  • Knowledge of Program Management
  • Knowledge of program development and delivery approaches, tools, methodologies and best practices
  • Proven knowledge of an experience with donor funding environment and good financial and project management skills
  • Knowledge in project finance management and reporting
