VillageReach is recruiting a Provincial Coordinator (m/f), to be based in Nampula, Mozambique.
Description
  • In its efforts to provide quality health services to its citizens, the Government of Mozambique and USAID partnered with VillageReach to design and implement a streamlined, effective and integrated last mile supply chain system. The primary objective is to improve the availability of health products and vaccines at the last mile. The program began in Zambezia province covering two districts in October 2018. By March of 2020 the program will be delivering commodities in 10 provinces in Mozambique. The Provincial Coordinator is responsible for providing technical guidance and leadership to project staff and partners (private sector, government and USAID) in the areas of supply chain performance management, data systems, and transition to government activities
  • Supervisory Responsibilities: This position does directly supervise any employees

Duties
Outsourced Distribution Solution Transition to Government (50%)
  • Capacity Development for Outsourced Distribution Estimated Level of Effort (LOE) - 40%:
  • Develop and execute transition plan with provincial government counterparts
  • Transition to government activities to develop skills and capabilities include:
  • Capacity development focus for SPS includes taking over outsourced distribution processes, tools and methods
  • Ensure that 4PL and SPS engage in quarty review of performance, Transportation cost management and outsourced distribution
  • Route optimization
  • Outsourced Distribution Preparation and Set-up Estimated LOE - 10%:
  • Strenghten relationships between 4PL and DPS/DPM, including the vaccines program
  • Strengthen alignment of procedures and processes between 4PL and SPS, DPM and PAV
  • Provide the training and coordination on integrated outsourced distribution at provincial levels
Supply Chain Performance Management & Improvement (50% LOE)
  • Outsourced Distribution Performance Management Estimated LOE - 40%:
  • Under the leadership of the Technical Director and in close collaboration with VAN Senior Manager, strengthen visibility and analytics capabilities with key provincial counterparts
  • Strengthen capacity for provincial counterparts to use VAN data to identify specific areas of service, quality or cost performance that need improvement
  • Define and execute performance improvement plans, track achievement
  • Ensure Logistics Technical Working Group TWG) is in place to support coordination and improvement (Monthly/Quarterly)
  • Outsourced distribution data visibility and analytics, integrated planning
  • Outsourced Distribution Cost Improvement Estimated LOE - 10%:
  • Under the direction of the Technical Director, work with 4PL and provincial counterparts to identify opportunities for cost improvement based on monthly cost variance analysis and quarterly cost trend reviews
  • Propose cost improvement plans with 4PLs, provincial counterparts and CMAM
  • Ensure timely implementation of agreed upon cost improvement plans by 4PL, DPM, PAV and/or CMAM

Requisites
  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Proficiency in written and oral English is highly desirable
  • Fluency in written and oral Portuguese is required
  • Knowledge of the Mozambique landscape and more importantly the public health space and the CMAM strategic objectives is a decided advantage
  • Familiarity and a history working with USAID PEPFAR-funded projects is highly desirable
  • Leadership experience in a Supply Chain context is of important
  • Education & Experience:
  • A Master’s degree in public health, supply chain management, or related degree
  • At least 7 years’ experience working in large and complex projects, with demonstrated experience in building capacity of government counterparts
  • Conversant in priorities defined in the National Strategic Plan for Pharmaceutical Logistics (PELF) and strong knowledge of the supply chain landscape in Mozambique
  • Familiarity and a history working with USAID-funded projects is highly desirable
  • Other Qualifications:
  • Ability to communicate and present analysis is essential
  • Ability to build strong working relationships with government officials, implementing partners, technical and administrative staff collaborating in the supply chain space at provincial level
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook and Excel)
  • Excellent written and oral communication skills in Portuguese and English required

  • VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm [Include how much time (rough percentage) of the work is spent sitting, versus standing and what physical demands will be asked of person.
