Description
  • Oxfam is a global movement of people working together to end the injustice of poverty. For our work in the Idai/Kenneth Humanitarian response we are looking for a Public Health Engineering (PHE) Officer
  • Contract Duration: Until 31/03/2020
Duties
Needs and technical assessment for all type of WASH infrastructure
  • To conduct need assessment for all water, sanitation infrastructures (Latrine, water supply system, water treatment units, solid waste management system, etc.) in targeted areas. To understand and analyze emergency and long term needs for the sustainability of water and sanitation services
  • In collaboration with hygiene promotion team participate in selection of targeted communities and ensure registration of beneficiaries for all water and sanitation infrastructures (Latrine, water supply system, solid waste management system, etc.) in targeted areas
Management
  • Manage the work of assigned assistants, taking responsibility for setting objectives, following up on workplans, monitoring quality of work, resolving issues (with support of the team leader where required)
  • Liaise with logistics and finance to ensure proper planning for equipment and materials required for public health engineering work
Program implementation
  • Based on needs and technical assessment results, with the support of the PHE TL, preparation of BOQs and drawings for all water supply and sanitation infrastructures to be implemented in the targeted areas. Long term and sustainable solutions will be prioritized, with a community engagement approach
  • Supervise PHE teams and contractors to carry out water and sanitation works. Ensure of all WASH infrastructure activities are executed as per implementation plan, BOQs, drawings and specifications
  • Validate the progress and quality of work from contractors and contracted labourers, and make the connection with the administration and logistics to ensure their payments are done well on time
Integration, coordination and transversal aspects
  • Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built
  • Coordinate with PHP counterparts and teams to ensure coherent and consistent programming
Requisites
  • We are looking for candidates who meet the following requirements:
  • Formal qualification in a relevant field of engineering
  • Ability to read and write in English and Portuguese
  • Ability to make oral presentations and write clear reports
  • At least 2 years practical experience working with vulnerable communities in the field of WASH,
  • Experience of working with communities is desirable
  • Experience of working with NGOs in emergency response is desirable
