Oxfam is recruiting a Public Health Engineering (PHE) Officer (m/f), to be based in Macomia, Mozambique.
Description

- Contract: 7 months upon donor grant confirmation
- Job Purpose: To implement activities at the field level that meet water, sanitation and hygiene needs for affected populations
Duties
- Manage the implementation of Public Health Engineering activities in all phases of emergency water supply and sanitation for a defined area
- Assess locations for suitable options for installation or rehabilitation of water and sanitation infrastructure to meet emergency needs. Along with the Team Leader, design and implement water and sanitation facilities based on needs and technical specifications identified during these assessments
- Supervise teams and contractors to water and sanitation works
- Assess and design options for emergency water supply, including water trucking, emergency water storage facilities, water treatment, borehole rehabilitation, distribution networks and associated drainage. Ensure that water provision is in line with international standards (e.g. Sphere). Work with Associates and stakeholders to undertake quick fixes and new installations
- Manage water quality testing for assigned areas and take remedial action where quality does not meet agreed quality parameters
- Lead the PHE team in the monitoring the quality of work by contractors, manage projects and ensure minimum standards are met in terms of numbers and quality
- Lead the coordination with the PHP Team to receive community feedback on provided WASH facilities and services, and adapt provision and designs in response to these
- Prepare work plans, weekly reports, PHE tracking sheets/data base, completion certificates, meeting minutes Coordination minutes, and contributing in donor reports and proposal narratives and budget for PHE
- Work with PHPs in response to cholera and other disease outbreaks through the provision of improved water supply and sanitation
- Ensure the needs of specific target groups, e.g. children, youth groups, men, women, elderly people and people with special need are taken into account throughout all designs and installations
- Ensure that gender, protection, and other important cross-cutting concerns are considered in programme design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children and people with disabilities
- Documenting and sharing lessons learnt, successes or failure, and cross program exchanges with other WASH programs
- Proactive follow up with support departments for timely delivery of activities
- Coordinate with PHP counterparts and teams to ensure coherent and consistent programming
- Provide joint technical leadership and coordination with PHP colleagues, especially to ensure community participation for all wash facilities, but also with Gender, Protection and EFSVL team
Requisites
- Formal qualification in a relevant field of engineering
- Experience of design, and management of construction of water, sanitation and hygiene facilities, particularly for emergency situations
- Experience in working autonomously with minimum supervision
- Strong communication skills and knowledge and experience in Emergency WASH are highly desirable
- Experience of working with NGOs in emergency response is also highly desirable
