Enabel is recruiting a Public Procurer (m/f), to further develop its activities for Enabel Mozambique, to be based in Maputo.
Duties
- As Enabel Mozambique’s Public Procurer, the successful candidate’s tasks include, but are not lim-ited to:
- Drafting and proofreading Terms of Reference of public tenders (services, supplies and works)
- In close cooperation with the project managers and partners, implement and follow up all public procurement procedures from beginning to end: planning, publication of tenders, opening, evalu-ation, selection, attribution, acceptance, payments, contract follow up and amendments
- Manage and update Enabel Mozambique’s tender register/database
- Coordinate closely and frequently with Enabel Procurement HQ in Brussels
- Copy, classify and file all relevant tender documents
- Design and update templates
- Support the elaboration of contract planning
- Focal point for grants and cooperation agreements of Enabel Mozambique
- Other relevant tasks related to contract planning and management, and supporting operational planning processes
Requisites
- A university degree, preferably in law or other relevant areas such as: management, public administration
- Minimum 2 years of relevant work experience
- Proficiency in English and Portuguese is essential (both written and spoken CECRL C1/C1)
- Developed writing ability
- Computer literacy (MS Office suite including Outlook, Word, Excel) is essential
- Proven work experience in public procurement domain, is an additional asset
- Knowledge of basic public procurement procedures and principles, is an additional asset
- Experience working with bilateral or multilateral organizations, is an additional asset
- Experience working in the domain of (international) development, is an additional asset
- Knowledge of French and/or Dutch will be an asset
