Johns Hopkins University is recruiting a Resident Advisor for Mozambique, to be based in Maputo, Mozambique.

  • The Global Fund to Fight AIDS, Tuberculosis, and Malaria has commissioned external groups to conduct in-depth prospective evaluations that utilize a variety of methods to provide a detailed picture of the implementation, effectiveness, and impact of Global Fund-supported programs in several countries. The Institute for International Programs at Johns Hopkins University (IIP-JHU) has been selected as the lead to carry out the Prospective Country Evaluations (PCE) in Mozambique
  • IIP-JHU has developed a collaboration with the Instituto Nacional Da Saúde and Universidade Eduardo Mondlane that involves health systems research evaluation and action
  • The main objective of the project is to conduct prospective evaluations that utilize a variety of methods to provide detailed picture of the implementation, effectiveness, and impact of Global Fund-supported programs in Mozambique; The Resident Advisor will play a lead role in implementing the project in Mozambique
Duties
  • The Resident Advisor will provide oversight, technical assistance, and capacity-building support for the development and implementation of the PCE approach in Mozambique He/she will serve as the full-time in-country representative of JHU for the PCE project
  • Responsibilities will include managing project plans and budgets, overseeing implementation and facilitating program and financial reporting, and building structures such as a high-level advisory committee (HLAC) and a technical task team (TTT)
  • He/she will be responsible for coordination and oversight of activities carried out by the platform, which include acquiring and analyzing existing data, collecting data and building in-country data-related capabilities
  • The Instituto Nacional Da Saúde and Universidade Eduardo Mondlane are leading the PCE-Mozambique, but the Instituto Nacional de Estatística and other key stakeholders will play roles in the HLAC and TTT
  • He/she will continuously assess capacity-building needs within the Instituto Nacional Da Saúde and Universidade Eduardo Mondlane and among other participating institutions, and plan and implement appropriate activities to build and sustain that capacity
  • He/she will lead regular team calls and be responsible for ensuring high quality in-country reports and evaluation deliverables are provided in a timely manner to the Global Evaluation team in Baltimore
  • He/she will be an active member of the Global Evaluation team, and will participate in meetings involving staff working on PCEs in other country contexts
  • He/she will also contribute to relevant global partnerships as a member of the JHU-IIP team
  • The incumbent will work independently with support from the Mozambique JHU Focal Person (Daniela Rodriguez), the project principal investigator and Global lead (Melissa Marx), and the project technical advisors
Requisites
  • Masters-level degree in Public Health or related field
  • Minimum five years of related work experience in Mozambique
  • Technical background and experience in designing and conducting program evaluations, reporting results, working with Government and University staff on health policy and program issues
  • Demonstrated ability to represent the project
  • Capacity to develop and implement activities to promote evidence-based decisions in policy and programs
  • Excellent leadership, organizational and time management skills
  • Excellent oral and written communication skills in English and Portuguese
  • Able to excel and as a member of and motivate a team
