  • Johanniter-Unfall-Hilfe e.V. is a German Christian non-governmental organization dedicated to excellence in the field of first aid, ambulance service, social service programs and other projects in the medical and social field. The Federal Headquarters (HQ) is located in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, in-ternational cooperation and humanitarian aid, implementing and supporting projects in Health, Nutrition, WASH, as well as Food Security and Income Generation around the world.   • Strategy and the Vision:
  • The Safety and Security Officer (SSO) coordinates with the Safety and Security Manager for day-to-day security of JIA staff and assets
  • The Safety and Security Officer assists the Safety and Security Manager (SSM), Head of the Mission (HoM), Program Manager (PM) or team leaders in the field by providing them with consistent and quality security advice and decision support.
  • The Safety and Security Officer supports the values of Johanniter and thus shapes the work accordingly
  • Assists in the formulation and review pf the security management strategy by adapting to the changing operational environment
Duties
  • The Safety and Security Officer assists the Safety and Security Manager in reviewing and analysing security threats and risks and producing comprehensive reports on trends and situations that could negatively impact the operations of JIA and its partners
  • On request by the Safety and Security Manager or the Head of the Mission, he/she conducts security risk assessments, including field security assessments, throughout the areas of operation
  • In coordination with the Safety and Security Manager, provides security-related briefings to local staff members
  • Ensures regular communication on security issues, contributing to an ongoing awareness of the security agenda at all levels of the field mission
  • Supports for the development of risk management measures in the country
  • Monitors in, coordination with Safety and Security Manager, contingency plans and equipment (fire extinguishers, hibernation stocks, first aid kits etc.)
  • Undertakes assessment missions as necessary (route surveys, project locations, residences etc.)
  • Respond 24/7 to JIA-related security incidents/emergencies/crises to protect personnel, property and operations
  • Ensures that any incident or emergency related to internal/external security is immediately and adequately reported to the Safety and Security Manager and Head of Mission
  • Assess and record JIA security incidents and identify patterns or trends
  • Liaise and maintain permanent contact with other humanitarian organization on security risk management
  • Contributes actively to the implementation of the JIA Code of Conduct
  • Participates in local fact-finding missions
Requisites
  • Bachelor’s degree in International Relations, Political Science, International Development, Philosophy, Anthropology, Law, Sociology or other related fields
  • Formal security qualification or advanced security management training is an advantage
  • 3 years’ experience in safety and security with a humanitarian or development non-governmental organization, ideally field level
  • Experience in security management and access negotiations in conflict settings is desired
  • Experience in conducting security assessments, and implementing security management systems and protocols
  • Experience in working in high-risk contexts is an advantage
  • Experience in providing training for non-security staff
  • Demonstrated understanding of the cultural environment in the area of operation
  • The ability to respond positively to challenges and to find creative and innovative solutions to problems
  • Skills:
  • Proactive and anticipative working style; effective in dealing with ambivalent situations
  • Highly developed interpersonal and communication skills including diplomacy, negotiation, and the ability to work with staff from diverse backgrounds and cultures
  • Excellent planning, coordination, and reporting skills
  • Excellent Team Player
  • Ability to deal with conflicts, manage resistance, being able to remain focused, cope with frustrations and work with a minimum of supervision
  • Willingness to travel inside the particular project, even under difficult security conditions
  • Willingness to work irregular hours, work on weekends
  • Fluent in Portuguese and English. Additional local languages are an advantage
  • Working knowledge of GIS applications and General IT-literate
