WCS is recruiting a Section Manager, to be based in Cabo Delgado, Mozambique.
Description
- Niassa Special Reserve (NSR): In partnership, WCS and the National Administration of Conservation Areas (ANAC) manage the Niassa Special Reserve in the provinces of Niassa and Cabo Delgado, in northern Mozambique. The Niassa Special Reserve is Mozambique's largest conservation area, with 42,200 km2 of miombo, mountain and riverine habitats that, with adjacent areas, support the largest remaining wild populations of large unfenced mammals in Mozambique

- Planned trips: You can travel within the Niassa Special Reserve as well as nationally and internationally whenever necessary
- Strategic objectives: The Section Manager will implement management strategies, activity plans, fauna monitoring, community development initiatives and coordinate activities between Law enforcement patrol commands, patrol leaders and the Head Law Enforcement Manager under supervision of the Field Operation Manager
- Under the leadership of the head of Law Enforcement, the occupant of this position will be responsible for the management of all Law Enforcement activities in his section (East), which includes the implementation of proactive prevention strategies and reaction to illegal activities of the Niassa Reserve defined by the head of law enforcement
- Position profile: This post should be held by a Mozambican national, with experience in managing operational teams in conservation areas in Mozambique. Notions of current legislation in Mozambique and leadership skills. Experience of law enforcement or police operations, in a remote and challenging conservation area. Experience on managing field camps and operations inside protected areas. Ability to develop strong relationships at all levels of the Niassa Reserve, from the Reserve Administration, as well as partners, which include operators and governmental, non-governmental and community entities
Duties
- Develop and manage activity plans, budget estimates for the section ensuring an effective implementation and with good quality of performance, to be analyzed and approved by the management team of the Niassa Reserve
- Implement effective and efficient law enforcement strategies based on the use of effective intelligence and scientific information
- Coordinate law enforcement operations at section level, including monitoring, planning and implementation of the patrol plan and operations and collaboration with other law enforcement forces
- Enable standard policies and procedures for all operational aspects of the section
- Ensure that offenders are prosecuted in accordance with the law and that cases are properly followed up during the judicial process, in close coordination with the Head Law Enforcement and NSR Lawyer
- Organize and make possible with the other managers, the complete logistics (food, accommodation, transport and equipment) for the section
- Supervising the collection of information, leading to action and directing the collection of information at the level of the section in coordination with the Intel Database Analyst
- Ensure that the entire section staff are equipped with the appropriate tools, equipment and clothing to carry out their work properly
- Coordinate the development of the operations infrastructure and maintenance at the Section
- Build relationships and strengthen coordination and communication mechanisms with the police, operators, relevant local authorities and communities
- Manage and control all stocks & inventories of the equipment and material allocated to the Section as well confiscated materials, recovered trophies
- Ensure the compliance with the legal procedures for the tourism activities (Conservation hunting or Ecotourism) developed within the Section
- In Coordination with the Community Department, promote community livelihood initiatives at the villages in Section or community development areas
- Maintain the motivation, standards and discipline in the section team and carry out the management and performance assessment
- Coordination of the production of the file and the monitoring of ongoing processes
- Operates in accordance with the laws of the Republic of Mozambique, the internal regulations of the Reserve and the policies and procedures of ANAC and WCS Mozambique
Requisites
- At least 5 years of professional experience in positions or similar areas, having worked in the Niassa Reserve or other National protected area is an advantage
- Knowledge of management of protected areas and implementation tactics, wildlife as well as of Mozambique's institutional, legal and political framework is an advantage
- Higher education in a related field
- Strong organizational capacity and proven experience in activity planning, budgeting, management, reporting and performance monitoring
- Ability to guide results-oriented law enforcement teams
- Ability to use a variety of software and ICT packages
- Possession of a valid car driving license
- Strong interpersonal communication skills, including the ability to work and communicate effectively and maintain strong relationships with a wide range of people (including police, prosecutors, local government, operators, communities, and the WCS team)
- Excellent oral and written communication skills in Portuguese, knowledge of and English and local languages is an advantage, especially Swahili
Self-motivated, disciplined and able to work in rudimentary and remote camps for long periods of time
- Flexibility, optimism, good humor, passion for excellence, self-motivation in achieving a collective end
- Strong knowledge of the institutional, legal and political framework and conservation legislation in Mozambique
- Practical knowledge of management of conservation areas and application techniques
- Experience of work and residence in remote locations for a long period of time
