Oxfam is recruiting a Security Officer, to be based in Pemba, Mozambique.

Principles
  • The security officer is in charge of the security management in the mission
  • This person doesn’t have hierarchical links with the other members of the mission nor works for a particular project; he is supervised by the Head of Mission, who is the decision maker, and works in coordination and collaboration with the logistics coordinator
  • The operational security management relies in the hands of the Logistics Department and heads of base
  • This position will have the support of the Head of Mission, the Logistics Coordinator and the Logistics referent in HQ (functional link)
  • Will be in charge of establishing and maintaining a network of contacts, collect the security related information as well as the one related to the context, will analyse the risks and propose the risk reduction measures associated to the identified risks
  • Will also be in charge of training and sensitizing the staff in security related issues
  • Is responsible for the implementation of the security management tools (security plan and it’s update when necessary)
  • Contract type: 7 months contract, possible extension based on donor funding
  • Reporting to: Response Lead
  • Staff reporting directly to this post Country Representative/Business Service Manager

Duties
  • Reduce the risks to which the teams, assets, premises and the organisation are exposed, through the management of information, the implementation of an appropriate security strategy (acceptance, protection, deterrence) and constant evaluation and update of the security management tools
  • Collect, analyse and disseminate the security and context evolution information
Collection of information
  • Create and maintain a network of contacts (NGOs, Embassies, Civil Society, etc.)
  • Follow up the international, national and local media
  • Systematic organisation of the security and context evolution security information, particularly the one related to the one that could affect the mission
  • Keep an incident data base
  • Create and maintain a mapping representation system of the security and context evolution information
Representation
  • Assist to the regular and ad hoc meetings related to security (UNDSS, OCHA…)
  • Organise and conduct security meetings with relevant actors in the intervention area
  • Meet and inform local stakeholders to promote OXFAM’s values and principles as part of the acceptance strategy
Information analysis
  • Analyse the security data base in order to anticipate the possible evolution of the conflict as well as the tendencies related to the risks
  • Analyse the information collected and put them in perspective with the evolution of the context
Dissemination of information
  • Update the Head of Mission and rest of relevant coordinators about the security situation
  • Update the mission team with the most relevant security related information
  • Prepare a weekly, monthly and year security report related to the evolution of context and incidents
  • Prepare and disseminate the relevant security alerts and warnings
Evaluate, mitigate and follow up the risks
  • Evaluate the risks of the mission
  • Evaluate the risks of the locations where OXFAM is working (included premises and programs)
  • Propose the specific security rules for the mission, bases and activities in order to reduce the risk identified
  • Take the necessary measures for the reduction of the exposure to the threats (protection)
  • Take the necessary measures for the reduction of the impact

  • Support the heads of project for the identification of the relevant actors important for the security management in the areas of work
  • Identify the external resources, according to the needs for training, decrease of vulnerability and impact
  • In case of incidents, prepare or support the preparation of incident reports and transfer them to the relevant persons in the mission and HQ. Will also be in charge of the follow up of the incident in the decisions and recommendations
Recruit, train and sensitise the team on security issues
  • If necessary, recruit and train a security assistant for the support in the security management of the mission
  • Train the team (national and international) in security related issues according to their responsibilities, keeping particularly in mind the acceptance strategy
  • Brief and debrief the team on security related issues
Implementation update and constant follow up of the security management tools
  • Prepare a security plan according to the methodology and formats described in the OXFAM Supply & Logistics toolkit
  • Assure the constant monitoring and follow up of the security plan
  • Make sure the security plan is known by all staff in accordance to their profile
  • Make sure the plan is always updated and validated (duty of care)
Leadership
  • Lead or support the development and submission of high-quality concept notes and proposals
  • Work effectively with colleagues in other functions, partner organisations, and affiliates to develop joint funding proposals
  • Eager and required to adhere to Oxfam’s principles and values, as well as the promotion of gender justice and women's rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
Requisites
  • Essential: Solid track record of experience of planning for, securing and managing funds from institutional donors, such as DFID, ECHO, SIDA, GAC, GFO, OFDA/BPRM and UN
  • Extensive experience of writing high quality proposals and reports
  • Sound understanding of Program Cycle Management in emergencies
  • High level of analytical skills and critical thinking
  • Ability to represent Oxfam to donors and other external institutions
  • High level of numeracy, budgeting, financial reporting and IT skills
  • Highly developed influencing skills; strong verbal and written communications skills
  • Ability to work effectively with others in diverse team situations to achieve fundraising targets
  • Ability to manage time effectively and adapt priorities to respond to changing demands and tight deadlines
  • Proficiency in written and oral English
  • Desirable: International Humanitarian Law, Logical Framework Approach, Logistics, Disaster Risk Management
Education
  • Degree in an area relevant for the position (International relations, Political Science or Low, development or social sciences, other related areas)
  • Sufficient knowledge of Oxfam’s priorities and development and humanitarian programme work
  • Knowledge of donor environment, understanding of funding issues in relation to Northern and Southern NGOs work in emergencies and development
  • Experience in forecasting and plan income
  • Project Management skills in order to act within deadlines
  • Business minded person; know what will “sell” with donors and how to “sell”
  • Good relationship management skills, with ability to represent Oxfam with external organisations and individuals
  • Strategic minded person with good analytical skills and ability to bring different strands of information together and to determine their relevance for the organisation and the piece of work in question
  • Fluency in English including excellent written English skills with proven ability to develop and present written materials, for both internal and external audiences
  • Strong numeracy and general financial attitude
  • Willing and able to adapt priorities in order to respond to changing demands
  • Good administrative skills and ability to effectively use technology
