Under the overall guidance and supervision of the Chief of Crises Prevention/Environment Unit the specialist ensures financial accountability of the UNDP Mine Action programmes and projects. The Finance specialist is responsible for the effective delivery of all financial services, ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documents financial information; transparent utilization of financial resources and management of projects.
Senior Accountant will analyze and interpret the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues.
Duties
Summary of key functions
- Implementation of operational and financial management strategies, including effective and accurate management and oversight of financial resources of the Demining projects
- Financial administration of budgets and cost-recovery support to the Demining projects
- Accounting, Finance and administrative support
- Support to audit processes and recommendations follow up
- Facilitation of knowledge building and sharing and guidance to all stakeholders on financial issues
- Any other financial support required by the CPRE/Programme Unit
Function / Expected Results
Ensure implementation of financial resource management strategies and procedures focusing on achievement of the following results:
- Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules and regulation, policies and strategies of the effective internal control, proper design and functioning of the financial management system
- In coordination with the programme team, contributes to setting of delivery targets and monitoring of project expenditures
- Provision of advice to both Programme and Project teams in implementation of financial strategies
Ensure effective and accurate management and oversight of financial resources for Demining projects focusing on achievement of the following results:
- Systematic check and monitoring on project expenditures and their relevance to the Annual Work Plan activities
- Proper planning expenditure tracking and audit financial resources
- Financial monitoring and evaluation of projects, identification of financial problems or bottlenecks and development of solutions
- Ensuring consistency of NIM financial transactions with Annual Work Plan and budgets, and full compliance with established rules, regulations and procedures
Ensure proper utilization and control Demining projects accounts, focusing on achievement of the following results:
- Ensuring regular reporting to donors and agencies as required under each agreement
- Elaboration of the internal financial expenditures control system which ensures that transactions are correctly recorded and justified, other entitlement are duly processed
- Timely take corrective actions on budget error
- Monitoring of the internal expenditures control of the Demining projects; payment are duly prepared; travel claims and other entitlements are duly processed
Ensure facilitation of knowledge building and knowledge sharing, guidance to all stakeholders of Demining projects on financial matters focusing on achievement of the following results:
- Advise to both Programme and project staff on financial, administrative and NIM reporting and other budgetary issues
- Organization of training for Project/Programme staff and all stakeholders staff on financial management
- Synthesis of lessons learned and best practices in financial management

The key results have an impact on the overall Demining projects efficiency in financial resources management and success in introduction and implementation of financial strategies. Accurate thoroughly researched and documented financial information, timely and appropriate delivery of services ensure financial accountability and enhance efficiency in the use of financial resources.

Requisites
Education
- University degree or Equivalent in Finance, Business Administration, Public Administration or related field
Experience
- 7 years of relevant experience at the national or international levels in providing financial management advisory services and/or managing staff and operational systems
- Proven experience and fully conversant with use of UNDP ATLAS-ERP system; experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems
- Previous audit experience would be an important asset
Language Requirement
- Fluency in English and Portuguese (written and spoken) required
