SNV Mozambique is looking for a Senior Advisor Water, Sanitation and Hygiene (Rural WASH), based in Nampula.
Duties
- Take up leadership to boost quality, visibility, applicability and up-scaling of SNV WASH rural program
- Develop studies to identify constraints and opportunities and to develop market-based solutions and approaches
- Advise a number of WASH clients and guide advisory teams to prepare, implement and monitor capacity development plans and assignment contracts to develop the capacity of government, private sector and civil society clients
- Stimulate private – public partnerships and facilitate joint action in the sector
- Conduct progress monitoring and assignment reviews with clients, and take an active role in impact studies
- Maintain up-to-date information on sector developments through an on-going analysis of trends and issues
- Provide policy input for positioning and profiling as well as for the direction of the rural WASH
- Develop and maintain a professional network with stakeholders for mutual learning and scaling up
- Facilitate sector coordination activities with other donors and INGO's working on water supply and sanitation
- Develop strategic partnerships with actors for joint service delivery, knowledge development, and resource mobilisation purposes
- Facilitate and coordinate interaction with other sector teams (Agriculture and Renewable Energy)
- Support the other WASH advisors and their clients by providing support to and where necessary coaching the other WASH advisors to develop a strong expertise team
- Stimulate and create an enabling environment for knowledge sharing and learning within SNV but also between SNV, clients, and partners
Requisites
- Master Degree in Rural/Urban Water supply & Sanitation, Water Resource Management or a related field
- 7-10 years of experience in capacity development towards WASH service delivery in developing countries
- Experience (preferable in Africa) at a senior level
- Strong knowledge and experience in policy, planning and management issues related to the sector including WASH approaches and concepts
- Strategic analytical skills for sector analysis and identification of market-based solutions and knowledge development
- Survey, design, implementation, O&M and monitoring skills for the provision of rural water supply schemes and sanitation facilities
- Knowledge of public sector service planning, delivery and project management
- Knowledge of good governance practices, and approaches dealing with gender-sensitive, social inclusion and empowerment principles
- Knowledge of value chain development approaches
- Understanding and ability to use problem and evidence-based approaches to capacity development
- Experience with service delivery and cost recovery mechanisms
- Demonstrable high level of competence in training and advisory methods
- Experience in facilitating workshops, networking, building alliances and organisational and institutional change processes
- Experience in knowledge development and able to write articles
- Evidence of producing knowledge products
- Readiness to work and frequently travel in rural areas
- Pro-active attitude, and active networking, lobbying and knowledge brokering skills with clients/partners
- Fluent in English including ability to write reports and articles & basic knowledge in Portuguese
Notes
- The WASH Advisor will report to the SNV WASH Sector Leader of SNV Mozambique
- Contract duration: 2 years with the possibility of extension

- Medical facilities: There are no international standard healthcare facilities in Nampula (for intensive care Maputo and South Africa are easy to reach, because there are frequent flights available to Maputo)
- Educational facilities: There is one English speaking school with American curriculum, Kindergarten to 9th grade, but all of non-international standard
- Security situation: Nampula is a quiet city where one can walk through the streets without any problem, although it is recommended not to walk in dark street alone at night
- Accessibility: There is an airport with daily flights to Maputo and flights twice a week to Pemba/Dar Es Salam/Nairobi and Johannesburg
- Communication: Advanced mobile, phone and internet connectivity is available
