Duties
Purpose of the Position
  • Under the overall guidance of the Chief Child Health & Nutrition, and in close coordination with other programme sectors, accountable for the development, design, planning, implementation and management of HIV/AIDS activities within the country programme
  • Accountable for ensuring that all aspects of the HIV/AIDS programme promote gender equality, with an emphasis on gender disaggregation and gender disparity to guide policies, programmes, monitoring and evaluation
  • Direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral programme, with a view to the mainstreaming HIV across all aspects of the country programme
  • The staff member will have the overall responsibility for the management of the `HIV/AIDS` programmatic area, with a strong focus on PMTCT and treatment of pediatric AIDS
  • S/he will be the HIV/AIDS focal person for UNICEF, responsible for internal coordination of all the work done on the 4 Ps, as well as representing UNICEF in external fora, such as the UN technical working group on HIV/AIDS, the HIV Partners’ Forum and the health SWAP
Key Expected Results
  • Timely sectoral analysis, input and guidance provided for the Situation Analysis, with consistent integration of sex-disaggregated data, and its periodic update completed for effective project planning, development and management
  • Technical leadership and coordination provided to key HIV/AIDS programme/project documents, reports, plan of action, and targeted training/learning programmes, including advocacy in gender equality, ensuring promotion of effective knowledge management
  • Quality of rights-based HIV/AIDS projects /programmes effectively promoted, and coherence, synergy and value added to project management process through results-based management
  • Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined project strategies and approaches and integration with gender mainstreaming across sectors
  • Project delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures
  • UNICEF`s global goals effectively promoted through advocacy and policy dialogue in the HIV/AIDS sector, focusing on the contributions of gender equality in these goals
  • UNICEF and Government accountability ensured regarding supply and non-supply assistance, as well as disbursement of programme funds for the HIV/AIDS sector
  • Effective communication and networking achieved through partnership and collaboration, sharing UNICEF`s position on gender equality as useful
Requisites
  • Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, HIV/AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV/AIDS
  • Training in gender and in nutrition programmes that promote gender equality as an asset
  • Ten years of relevant work experience
  • Experience working in the UN or other international development organization
  • Field work experience
  • Training and experience in HIVAIDS health care
  • Background/familiarity with Emergency
  • Experience in monitoring gender disparities and in programme interventions that reduce these disparities as an asset
  • Fluency in English and another UN working language
  • Fluency in local working language of the duty station, Portuguese an asset
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree
  • Has highest-level communication skills, including engaging and informative formal public speaking
