VillageReach is recruiting a Senior Manager for Supply Chain (m/f), to be based in Manica and Zambezia, Mozambique.
Description
  • VillageReach seeks a local Mozambican Supply Chain expert with extensive experience to serve as a Technical Expert on the country’s SC programs. The Supply Chain expert will lead on a variety of VillageReach's programs with a supply chain focus, working with VillageReach staff in the country office, as well as with regional and global counterparts. Preference will be given to applicants who live and are qualified to work in Mozambique. This position reports to the Deputy Country Director
Duties
  • Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time
Technical expertise
  • Provide technical expertise as an advisor to VillageReach programs with a focus on supply chain assessment, solution design and deployment and integration particularly in the areas of transportation & warehousing logistics, inventory planning & management and supply chain performance management
  • Building on ongoing efforts, Lead supply chain integration strategic planning and work with thematic teams within VillageReach and partners to provide necessary support for execution
  • Participate in relevant national technical working groups to contribute to national dialogue and strategic planning
  • Lead the development of project work plans as they relate to supply chain activities in collaboration with other project staff, partners, and stakeholders
  • Provide input into updating and implementing the annual work plan and budget, as necessary
  • Lead supply chain capability assessments to identify gaps in preparation for transitioning SC programs to government
  • Participate in identifying and prioritizing capacity development activities for strengthening the National
  • Logistics Working Group, provincial and national stakeholders
  • Provide leadership in identifying innovative ways of expanding VillageReach supply chain work to go beyond the health facilities to enhance efforts for getting products to people at community level
  • Actively participate in the Mozambique Covid 19 vaccine deployment planning and lead implementation of VillageReach plans for the same
  • Compile relevant internal and external program reports ensuring that submission deadlines are met
Capacity development
  • Mentor and manage less experienced/junior employees with the goal of developing their skills, experience, and ability to contribute to VillageReach supply chain work
  • Participate in identifying and prioritizing capacity development activities for strengthening National and
  • Provincial level pharmaceutical supply chains
  • Develop and implement appropriate training and supervision programs
Stakeholder Engagement
  • Collaborate with the MOH, to assure that effective and efficient warehousing and distribution systems are in place for medicines and other key commodities
  • Support MISAU with the design and execution of innovative training and leadership initiatives to build capacity of the supply chain workforce in Mozambique
  • Cultivate VillageReach's relationships with external organizations to influence their approach to logistics and health systems strengthening, as well as to build new engagements
  • Identify private sector players particularly in logistics whose involvement could increase the sustainability of VillageReach programs
Monitoring and evaluation
  • Monitor and document progress of activities toward achieving results of supply chain activities of the approved project work plan, by taking baseline and periodic measurements of indicators and holding provincial and national stakeholders accountable; identifying risks, opportunities and associated actions
  • Knowledge Management
  • Participate in the VR supply chain community of practice to share lessons learnt
  • Help prepare high-quality briefings, and presentations for donors and other stakeholders

  • Education & Experience:
  • A graduate degree in supply chain management, public health, international development, business, or related field
  • 5-8 years of experience working in global health or international development. Experience in public health supply chains required
  • Expertise in last mile health infrastructure challenges (e.g. of rural communities in Mozambique or another African context)
  • Knowledge of various global and national actors and systems used to finance, procure, and deliver vaccines, essential medicines, diagnostics, and other health commodities
  • Experience working at or with multilateral organizations such as Gavi, WHO, UNICEF, World Bank as well as bilateral aid organizations
  • Strong communication and cross-cultural management skills with experience working with high-level political officials. Open mindedness to accommodate the non-traditional mix of disciplines within VillageReach and interpersonal skills to work effectively in partnership with others in the organization and externally
  • Ability to collect and analyze data quickly and efficiently. Ability and confidence to identify and recommend creative solutions to a diverse group of stakeholders. Identifies both opportunities and needs for change.
  • Ability to identify issues or problems and provide a respective solution that is feasible and acceptable to the local context. Explores and shares innovative best practices with others
  • Energy, intelligence, diplomacy, sound practical judgment and the ability to work independently without supervision
  • Other Qualifications:
  • Established cultural competency in partnering with racial, cultural and linguistically diverse groups
  • Passion for the mission of VillageReach, including strong commitment to global health, and a belief in the role of private sector solutions to public health systems
  • Must be qualified to work in Mozambique
  • Demonstrated understanding of challenges with working in rural, underserved and low-income contexts
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment
  • Ability to travel nationally and internationally
