Senior Monitoring and Evaluation Officer

FHI360 is recruiting a Senior Monitoring and Evaluation Officer, to be based Maputo.

Duties

• Lead the development of the Performance Monitoring Plan (PMP) in collaboration with the Country Manager and develop an M&E System of LINKAGES and IPs in line with the LINKAGES global program
• Work closely with UNC on the results of the size estimation mapping, technical assistance to the government of Malawi size estimation mapping, PLACE methodology and dried blood spot monitoring for viral load suppression
• Lead in data collection, verification, analysis and reporting writing
• Develop and implement a Data Quality Assessment (DQA) plan for LINKAGES and IPs
• Lead trainings to IPs and other partners on the data collection system and tools
• Lead structured capacity building on data utilization to improve programming
• Lead the development of data collection tools with local partner
• Assist in preparation of the USAID Semi Annual Progress Report and Annual Progress Report ensuring that they are completed and accurate before submission
• Support the Country Manager in the implementation of the annual work plan and contribute to the quarterly progress report
• Ensure LINKAGES staff and partners understand the definition and purpose of the indicators agreed with USAID and is promoting use and review of data by local partners and targeted population
• Participate in the organization and conducting of all semi-annual meetings at provincial level to promote sharing of M & E experience success and lessons
• Collaborating with Partners and Government agencies in improving M&E system at national and provincial levels
• Lead/Assist in development of presentations, abstracts, articles, etc. to capture lessons learned and best practices, document and disseminate project results
• Serve as a point person for selected HQ based research initiatives
• Participate in selected USG and other partners meetings (including MOH)
• Ability to travel up to 25% of the year

Requisites

• Advanced degree in Public Health, Epidemiology, Bio-Statistics, Demography and Population Studies or other related field preferred
• At least seven years relevant work experience in Health and HIV/AIDS
• Experience with USAID-funded activities, with PEPFAR monitoring, evaluation and reporting experience preferred
• Experience in designing and implementing M&E systems and experience working with key population groups and PLHIV is essential
• Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable
• Previous experience in Sub-Saharan Africa is strongly preferred; Mozambique experience is a plus
